COMMISSIONER'S REPORT FOR MARCH 1999
CALAVERA HILLS PARK
February was business as usual. Nearly 23,000 people used the park for various
activities. Besides regular programming there were a few large events that deserve
mentioning. Carlsbad Softball Association opened their season on Feb. 13, on Fields 1
and 2 and all went well. The annual Sevan Basketball Tournament Finals were held
Feb. 15 in the gymnasium. This event drew participation from all over Southern
California. The Special Events Department had their Valentine's Teen Dance on Feb.
12 in the gymnasium where over 400 youngsters had a good time.
Carlsbad's Adult Sports Softball League began playing in March on Tuesdays and
Thursdays. This will be the last month of a very successful Youth Basketball program.
New classes offered this month are: Babysitting Certification, First-Aid for Dogs and
Cats, and Easter Egg Cooking Class.
PARK DEVELOPMENT
Leo Carrillo Ranch Phase 1A - Bids have been received for Phase 1A of the Carrillo
Ranch Park. This phase includes construction of perimeter walls, fencing, gates and
adjacent landscaping. The intention is to secure and protect the Ranch site until future
development of the park provides for public use. At that time, the wall, fencing, and
gates will also provide for controlled access into the Ranch. Staff is anticipating going
to City Council this month for award of the construction contract. Construction should
begin in May.
Poinsettia Park Phase 1A - Construction is currently underway for this phase of the
park which includes: two additional ballfields, an additional restroom near the existing
tot lot, two basketball courts, a storage building, and fencing around the existing soccer
field.
Most recently the soccer field fence has been constructed; the basketball courts have
been poured, and the infield sub-drainage is being installed. Completion of this phase
is expected this summer.
Skate Park - The Carlsbad Skate Park, located at the Safety and Service Center, is
currently under construction. To date, the "pyramid" and 'steps" have been completed and the metal edging (for "grinding") is being installed. The park is anticipated to be
open in April. Ollie on down!

PARKS
The Parks Division has been busy preparing City fields for Youth BasebalVSoftball
season. Staff has also been installing new turf at the Split Pavilion Park. Irrigation and
concrete benches are a part of this effort as well.
To date, the Volunteer Trails Development in Hosp Grove has seen 8 work days in
which 135 volunteers accomplished 435 person hours of work. Currently, these
volunteers have constructed 4,525 linear feet of trail, all of which is located on the east
side of Monroe Street extending through the Grove to Hosp Way. The remaining
section of trails is to be developed on the west side of Monroe overlooking the Buena
Vista Lagoon. Preliminary plans are to stage a ribbon-cutting for the development in
the latter part of April, corresponding with 'National Trails Day.' Staff will be working
with Gary Mill to finalize the dedication.

February's Schedule Included.. . . ...
0 The lntroduction to Opera program, held on February 4*, brought in 24 people to
see "Carmen," composed by Bizet. We have a new docent, Ray Velcheck, who is
doing a very good job.
0 Eileen Adams, LCSW, from The Elizabeth Hospice, provided an in-depth discussion
of health care in 1999 on February 22. In addition to receiving a lot of helpful
information, the 20 attendees enjoyed refreshments and prizes were awarded.
March's Schedule Is As Follows .......
0 Healthy Habits presentation took place on 3/1. This presentation supplied
information to 22 people covering topics including how to improve and/or maintain
health, the five factors of health and why they're important.
0 An Intermediate Copperplate Calligraphy class started on 3/3, as did a JittenSug
dance class. . (,('
0 Never Cmised Before and Want to Know More? Is the title of an informal program
that was offered on the 4". Anny Wright from Ace of Travel showed a video and
answered questions.
0 We will celebrate National American Red Cross Month with a program about the
American Red Cmss on 3/15.
0 A Licensed Clinical Social Worker from Tri-City Hospice will discuss HOSPICE: A
SHARED €XPERlENCE on 311 8.

Senior Safari
"The Phantom" was the afternoon performance at the Welk Resort on February 25'h.
After our sumptuous buffet we shopped (a bit) and then settled into the theater for this
very memorable production.
Steve Lawrence & Eydie Gorme performed Wednesday evening, March 3rd ,at the
Performing Arts Center in El Cajon. The 1'' couple of American popular music will
present their stylish evening for 25 very fortunate seniors.
The Van Gogh Exhibit is scheduled for March 13'h. We travel to the Page Museum
(LaBrea Tar Pits) for a morning docent tour and then proceed to Farmer's Market for a
bit-of-lunch!!! Our early afternoon tour at the Museum of Art will finish our 'artsy' day in
Los Angeles.
Palm Springs Follies and a special Senior Day is March 24*. Our wonderful day of
music, dancing, comedy and fun follows a great sit-down lunch prepared at the Spa
Hotel & Casino Resort. Isn't it fun to be a senior???
March 28'h, a Sunday matinee performance of "Grease" on Ice will entertain us at the
San Diego Sports Arena. Superb ice skating, vintage autos on ice and lavish sets
promise to be a wonderful afternoon.
The evening performance of "The Glory of Easter" will take place at the Crystal
Cathedral on March 31"'. We will have dinner at Knotts Berry Farm prior to the show.
VOLUNTEERS IN THE COMMUNITY
On Saturday, February 20'", 'Carlsbad Clean Sweep' took place. Over 500 volunteers
from Carlsbad Youth-Baseball rolled up their sleeves and worked on a variety of
projects. The projects included: cleaning the beaches, planting flowers at Calavera
Hills Park, clean-up of the trash at Hosp Grove, clean-up and weeding at Chase Field,
and facility cleaning at the Senior Center. After the work party, players, coaches and
team parents met at Holiday Park for burgers and hot dogs - 'In-N-Out' Burgers co-
sponsored the event and provided over 350 burgers and drinks while the Recreation
Department suppliedmore than 400 hot dogs. This event helps to dean up our City,
but also serves as a fund raiser for CY6 and the Recreation Department's Opportunity
Grants Scholarship program as well. CYB volunteers are still counting, and it is
anticipated that approximately $8,000 was raised, with 10% going to Opportunity Grants
Scholarship. Thanks to Carlsbad Youth Baseball!
INSTRUCTIONAL CLASSES
The Department's Wednesday night Social Dance class recently hosted more than 40
participants as the popularity of Swing was evident.

AWARDS CEREMONY
The Recreation Department will be recognizing their 'Shining Stars' of Recreation for
the year 1998 on Wednesday, March 24 at the Carlsbad Gemological Institute. The
evening begins with appetizers and refreshments at 6:OO pm.
SPECIAL EVENTS
'SNODAZE,' with approximately 40 Junior High youngsters, took place on January 29.
The Department's first effort in holding a skiing/snowboarding trip was a smashing
success at the Snow Summit Ski Area in San Bernardino County.
STAY 'N' PLAY
Staff report Buena Vista's program is regularly hosting approximately 90 youngsters
while Pine School is jamming with more than 200 kids. Upcoming event: Spring Break
Camp - Calavera Hills - April 5-9.
AQUATICS
Spring swim lessons are set to begin March 10 at the Swim Complex. Walk-in and
.phone-in registration for the program is in full swing. Classes are offered on a Monday,
Wednesday and Friday, or Tuesday and Thursday basis. Weekend lessons are offered
as well.
The aquatics staff is currently distributing a comprehensive customer satisfaction
survey to participants in the "lap and recreation swim" and "masters swim" programs.
The survey will generate input on the specific programs and the aquatic facilities in
general.
Aquatics has received shipment of the new 3 meter dive standard. Building
Maintenance has taken the installation specifications out to bid, for which we are
eternally grateful. A pre-bid walk-through has been scheduled for the morning of March
3'd. The new equipment should be in use prior to the summer season. .
Other noteworthy equipment issues include the refurbishment of the two one meter
diving stand sand .the purchase of a shiny new vacuum primp.
The North Coast Lifeguard Academy is scheduled to conclude on March 6. Currently
there are 21 potential City of Carlsbad lifeguard candidates on track to graduate this
course. The Academy is co-instructed by aquatics staff from City of Carlsbad and City
of Oceanside. Rest assured that Carlsbad instructors will do their best to skim the
cream from this crop of students. * DSHAW
