January 21 , 1998 KEITH BEVERLY Community Services TO: MAYOR LEWIS - MAYOR PRO-TEM HALL CITY COUNCIL MEMBERS FROM: RECREATION & PARK PLANNING MANAGER SUMMARY REPORT OF THE JANUARY 18, 1999 PARKS AND RECREATLON COMMISSION MEETING CONSENT CALENDAR The following consent calendar items were unanimously (7-0) approved by the Commission: 1. AB # 199-1 COMMISSIONER’S REPORT - January 1999. 2. AB # 199-2 RECEIPT OF DONATION - $500 in support of the Opportunity Grants Scholarship Fund. 3. AB #199-3 RECEIPT OF DONATIONS - $6,000 in support of the Fall Festival (product, goods and services). I 4. AB #199-4 RECEIPT OF DONATIONS - $9,210 in support of the Youth Basketball Programs (cash and merchandise). 5. AB#199-5 RECEIPT OF DONATIONS - $251 in support of the Carrillo Ranch Trust. DEPARTMENTAL REPORTS 6. AB #199-6 STREET TREE REMOVAU REQUEST TO RETAIN (SEA CREST DR. AND CMARLEEN CIRCLE) - After staff report, considerable public input and Commission discussion, the item was unanimously recommended to be referred back to staff to secure Hold Harmless Agreements from homeowners prior to street tree root pruning, in advance of the curb/gutter replacement and street overlay program begins. Absent a consensus of Hold Harmless Agreements, the issue was directed to return to the Commission for further action. 7. AB#199-7 PARKSITE AMENITY GOALS AND GUIDELINES/REQUEST FOR PRC COMMllTEE ASSISTANCE - Commissioner’s Davidson, Baker and Pieratt were appointed to a committee to inventory existing field use and facilities, as part of the review of Carlsbad’s Parksite Amenity Goals and Guidelines. 017 , EXHIBIT 1 ,- e 8. AB#199-8 CALIFORNIA PARKS AND RECREATION SOCIETY (CPRS) DISTRICT XI1 AWARDS AND INSTALLATION BANQUET - The Commission was provided information on (and extended invitations to attend) the annual CPRS Awards Banquet on Friday February 5, 1999 in San Diego. 9. AB# 199-9 FY 1999-2000 CAPITAL IMPROVEMENT PROGRAM (CIP) AND OPERATING BUDGET - The Commission unanimously endorsed proposed revisions to the FY 1999-2000 CIP budget submittal as recommended by staff. The Commission had no suggestions at this time for the FY 1999-2000 annual Maintenance and Operation Budget.
