COMMISSIONER'S REPORT FOR APRIL 1999
CALAVERA HILLS COMMUNITY CENTER
The Calavera Hills Community Center and Park realized an increase of 2000
users from March '99 period as compared to '98 March. A total of nearly 26,000
people utilized the facility during this recent month.
In addition to the usual busy center schedule, the ever-popular Youth Basketball
League wrapped up another successful winter. The Adult Basketball and
Softball Leagues continue to go strong during the weekday evenings in April.
March Open Play Basketball saw $626 collected in revenues.
April kicked off with a pair of big events. Friday, April 2, marked the date that a
high school dance was held and attracted 1,000 spring break participants. The
next morning signaled the Annual Spring Break Egg Hunt. More than 1,000 kids
and their parents shared the fun and festivities.
DAYTRIPPERS
In March, over 40 individuals enjoyed the "Glory of Easter" pageant
at the Crystal Cathedral. Upcoming visits are scheduled to the Getty Museum
and Ramona Pageant in April.

ADULT SPORTS
Adult Sports is in full swing at mid-season. We have filled up all of our leagues
to the maximum in softball, basketball and soccer, and all leagues are running
smoothly. We are currently getting all information ready for our summer 1999
programs and fall 1999 programs. We have a new Adult Sports Specialist
currently in charge of Adult Sports. Steve Herrera moved here from the
Bakersfield Recreation Department. The City of Carlsbad would like to welcome
Steve to the Recreation Department. This has been a very productive and
proactive season and things are only look up for the Adult Sports Program.
SPECIAt EVENTS
The Special Events Section hosted the Spring Kidz Camp on April 5 - 9* at
Calavera Hills Community Center. Seventy-five children enjoyed a week of fun,
games and crafts. Highlights included a trip to the lceoplex for ice skating in
Escondido and a trip to Universal Studios.

The other highlight in the Special Events section was the Annual Spring Egg
Hunt held Saturday, April 3rd at Calavera, Holiday, and Stagecoach parks.
Thousands of kids and parents enjoyed the morning’s activities and we managed
to get it all in despite the clouds overhead. At Stagecoach Park Caldwell Banker
of Encinitas provided volunteers, cookies, prizes for the bonnet contest, and a
magician to amaze kids and parents alike. Of course: the Bunny made a visit to
each park for photos and fun.
Staff is now preparing for the long summer ahead, preparing for the
garage sale, eight weeks of summer camp, the “Kidz Zone” of the triathlon, and
the Annual Body Surfing Contest. Additionally staff is planning a great day of
excitement for the May 8, 1999, dedication of the Skateboard Park. So far, staff
has planned on music, pro demonstrations, safety talks, a vendor fair, give
aways and food and fun.
PARK DEVELOPMENT
Skate Park - The Carlsbad Skate Park, located at the Safety and Service Center,
is currently under construction and nearing completion. A grand opening date
has been set for Saturday, May 8, 1999. More detailed information will be
forthcoming on this big event.
Beach Bluff View Area (formerly Spit Pavilion) -The “Temporary Replacement
Plan” for the area that once was Split Pavilion is almost complete. Sod turf and
benches are being installed by the Parks Department. The grass area will be
fenced off for several weeks for establishment.

PARK MAINTENANCE
The Parks Division has been very busy this past month with the installation of
soil amendments, irrigation, landscaping, and sod at the split pavilion area. The
project should be completed with the installation of nine concrete benches,
concrete trash receptacles, and bollards which should arrive sometime in early
May.
We would like to introduce our new Office Specialist II, Kathleen Hughes.
Kathleen will be helping with the day-to-day operations in the Parks and
Recreation Divisions. Another new employee is Jim Cochrand, a
Parks/Maintenance Worker 1. You may have seen Jim around the City as he has
served as a custodian for the past ten years.
SENIORS
Steve Lawrence & Eydie Gorme were in store March 3d for an evening
performance at the Performing Arts Center in El Cajon. The first couple of
American popular music presented a stylish evening for 25 very fortunate
seniors.

The Van Gogh Exhibit was scheduled for March 13th. We traveled to the Page
Museum (LaBrea Tar Pits) for a morning docent tour, and then proceeded to
Farmer's Market for a bit of lunch!! Our early afternoon tour at the Museum of
Art finished our "artsy" day in Los Angeles.
March 17th was a trip to the newest aquarium in Long Beach, the Aquarium of
the Pacific. Our day, including lunch on the terrace at Cafe' Scuba, was a full
day of exploration. We did, however, still manage time for a bit of shopping at
the Marina Marketplace!
Palm spring Follies on March 24" was a special day for we Seniors. Our
wonderful day of music, dancing, comedy and fun followed a great sit-down
lunch prepared at the Spa Hotel & Casino Resort right down to a fabulous
dessert - lemon bundt cake with raspberry filling and raspberry sauce - isn't it fun
to be a senior???
On March 28th, we attended a Sunday matinee performance of "Grease" on ice,
at the San Diego Sports Arena (talk about good seats - we were in the lower
loge center in the 2"d and 3d rows - we felt we were part of the act..superb ice
skating, vintage autos on ice and lavish sets gave us a wonderful afternoon.
The Glory of Easter was our evening performance at the Crystal Cathedral on
March 31". We had dinner at Knott's Berry Farm before the show started, and
then settled into our front row seats for an absolutely wonderful evening.
On Thursday, April 8th we traveled to Santa Anita for a day at the races. We
were treated to a sit-down lunch at Club court before the races. It was about
time we did something racy for the spring!!!
A Day in Carlsbad, scheduled for April 1 5Ih promises to be a great day.. .we will
experience Spirts in Stone (a sculpturing clinic) and then a short walk to
Bellefleur. A wine tasting tour will proceed our luncheon - prepared especially for
us and private meeting on the patio. After lunch we travel to the top of the hill
and have a docent tour of NAMM (National Association of Musicians Museum).
Our afternoon will be topped off with an informal walk-thru of Carlsbad's own
sculpture garden.
April 22"d we will celebrate our History Day. Our morning docent tour of Mission
San Luis Rey starts our day. We then proceed to Rancho Buena Vista for a
catered lunch. After lunch our docent will bring to life the legends of the "Days of
the Dons" with a tour. We will also have an opportunity to do some hands-on
experiences.

Finally, to finish the month, Viejas Casino is scheduled for April 28'h. Another
day to play the tables, the machines, or bingo. We plan on spending the day
having fun - trying to beat the "odds!" Of course there is also shopping at the
outlet mall, and we all will enjoy the buffet.
AQUATICS
The Masters Swim Program is currently under siege by professional athletes
both domestic and foreign. It is not uncommon to find forty participants reaping
the benefits of Jeff Pease's noon workout. This seasonal phenomena has
prompted aquatics staff to establish a "priority list" policy aimed at maximizing
opportunity for residents to participate in this impacted program. Aquatics staff is
making a valiant effort to accommodate both residents and non-residents.
However, the popularity of the Masters Program, especially at this time of year,
makes that accomodation exceptionally difficult and not always possible.
Aquatics. staff is making recruitment for summer employees a high priority.
Testing of lifeguard candidates was held on Saturday, April loth, and will be
offered again on Saturday, May 22"d beginning at 9:00 AM at the Swim Complex.
To assist with recruitment efforts, the aquatics supervisor, Carl Pope, will be
teaching an American Red Cross Water Safety Instructor course. Participants
successfully completing the course will be authorized by the "ARC" to teach swim
lessons. A pre-course session will be held on April 17th at 9:00 AM followed by
regular class sessions from May 1 st through May 22nd on Tuesdays, Thursdays,
Saturdays, and Sundays.
Kudos to the Aquatics Swim Instructors for continuing to provide upbeat swim
lessons during the unkind weather in March and early April. Their perseverance
in providing outstanding customer service is indeed exemplary.
Many of Carlsbad's elementary schools are already making arrangements to visit
the swim complex in celebration of the end of the school year. Staff is making
every effort to accommodate these private rental requests amongst opulent
