DATE: 4/19/99 LA COSTA YOUTH ORGANIZATION RECOMMENDED ACTION : DEPT. CSD DIV. REC STAFF: BETTIN Staff recommends that no action be taken regarding a City commitment to schedule use of playfields at the future La Costa Valley site until LCYO and Lightning Soccer can resolve outstanding issues and requirements outlined to staff by the San Dieguito Union High School District . (LCYO) REQUEST ACTION ITEM EXPLANATION : Staff received a request from LCYO to provide ballfield scheduling services for the advanced development of activity playfields at the site of a future junior high school in the La Costa Valley development. This request was presented to the Commission at the March 15* meeting by LCYO and Lightning Soccer and was directed back to staff by the Commission for further research. Staff contacted Eric Hall, Assistant Superintendent of Business Services with the San Dieguitg Union High School District, to discuss the matter. Mr. Hall estimated the timeline for construction on the school to begin in approximately 2004-2005. At this time, the school district does not own the subject property. However, it is anticipated a future school site will yield approximately 21 acres. The district estimates seven acres will be developed into fields. The following outstanding issues/requirements were identified to staff by the school district as requiring resolution prior to the district considering approval of this request for advanced development of activity playfields. Staff will discuss each issue in more detail during the presentation. 0 Planning and design of site approved by district 0 Lease of property and/or use agreement \ Liability and indemnification provided by other organizations (including the City) Access road and parking must be provided by organizations 0 School District ownership of site 0 Future use expectations Provisions for utilities, restroom facilities, ongoing maintenance The school district indicated they would not be responsible for any of the above issues, but would require provisions for all these issues and approval of each by their school board. Staff would recommend that further negotiations take place between LCYOLightning Soccer and the school district to resolve all issues. Once this occurs staff would recommend the Commission reconsider this request to schedule the facility until the school construction is completed. However, once the school site is developed, staff would recommend relinquishing the scheduling responsibilities to the school district. EXHIBITS: 1.
