TEM EXPLANATION : 4t the March Parks and Recreation Commission meeting staff was directed to update the >ommission on the status of Industrial Recreational Zone 5 Parksite. In November of 1987, based upon a committee recommendation consisting of representatives from the industrial development Community, the Carlsbad Parks and Recreation Commission and City Staff, City Council authorized the collection of a fee, (40$ per sq. ft.) on industrial development. The purpose of the fee is to ultimately provide for the recreation needs of the industrial based population. The funding will ultimately provide for a recreation area located in the immediate vicinity of the industrial corridor. In August of 1998 the City purchased a 10 acre parcel of property for $2,750,000 adjacent to Zone 5 just off Faraday Avenue between Newton Drive and Camino Hills Road. In December of 1998, the City purchased an additional 2.93 acres of property adjacent to the 10 acre parcel of property for a cost of $1,565,000. Since November 1987, approximately $4,400,000 in revenue and interest has been collected to date. The total amount of fees which will be generated by industrial development in Zone 5, 13, and 16 will be approximately $6,700,000. To date, $4,315,000 has been spent for acquisition leaving no funds available at this time for development. Staff would like to meet with the industrial community to identify the types of recreational amenities that may be developed within the park site and discuss the possibilities of a private partnership. It is anticipated that the site may include the following: - Baseball/SoftbalI/Soccer Field(s) - Open Space Free Play Areas - Picnic Facilities - Hardcourt play surfaces (i.e., basketball, tennis handball, etc.) - Parking - Landscaping - Fitness Center (possible) EXHIBITS: 1.
