During the March 31, 1999 City I School Coordinating Meeting, it was requested that
staff prepare information relative to the Pine School acquisition that could be used for
community distribution and I or education purposes. Attached is a draft statement for
your review. -

STATUS REPORT: PINE SCHOOL PROPERTY
Since 1982, the Carlsbad Parks and Recreation Element of the City's General Plan has
acknowledged the need to expand recreation opportunities in the Northwest Quadrant
of the City. To that end, one objective of the City's goals for park development is to
consider the acquisition of additional parkland in the Northwest Quadrant as a priority
for Carlsbad. For several years, it has been the ambition of City Council, staff and a
citizen advocacy group for park enhancement within the Northwest Quadrant to pursue
the acquisition of the Pine School site for use as a community park.

Most recently, discussions between the City and Carlsbad Unified School District have
produced a Memorandum of Understanding between both agencies which outlines an
acquisition strategy for the Pine School property. The sale of the property would
provide several opportunities. It will provide the School District with funding to acquire
school property at another location within the district which more effectively addresses
the facility needs of its students. Secondly, the sale of the property to the City will
ultimately expand community recreation potential in the Northwest Quadrant.
Depending upon the appraised value of the property, it is anticipated that adequate
funding for acquisition of the site is currently available in the City's Northwest Quadrant
Park-in-Lieu account balance. At this time there are no immediate plans by the City for
development of the site for recreational purposes. However, Public Facility Fee funding
is outlined in the City's Capital Improvement Program Budget for its future development - in the 2009-2020 timeframe.
Currently there are several functions occurring on the property and, for the time being,
those operations will necessarily continue on site. Even though the students attending
Pine School will relocate to the Jefferson School at the turn of the century, the future
relocation requirements associated with the Carlsbad Village Academy and the School
District's maintenance facility remain undetermined at this time.
Assuming negotiations for sale of the property are successful, the City will consider
interim use of the Pine School buildings for possible expansion of Recreation and
Senior Programs and for continuation of the Centro De Informacion. Interim planning
may also include other appropriate use(s) of the facility.
Ultimately, the total site of 7.2 acres will become a community recreation area. Prior to
its development, there will be an extensive community outreach program facilitated by
the City to identify the recreational needs and desires of the community and in
particular, those of the entire Northwest Quadrant. This community outreach program
will be a determining factor in how this future community recreation facility will be
developed and what type of amenities the site will offer.
