RECOMMENDED ACTION :
Receive a request under the auspices of the Friends of Carrillo Ranch for the City to aggressively search
and apply for Grant opportunities for the Carrillo Ranch. After review and discussion, take appropriate
action and direct staff accordingly.
ITEM EXPLANATION :
Staff has received a request (Exhibit 1) under the aegis of the Friends of Carrillo Ranch. Specifically, the
request is for the City to undertake searches and submit applications for Grants for the Carrillo Ranch on
an organized, aggressive basis.
The City currently has an administrative order that addresses the procedure involved with - processinq Grant appli-ittal to City Council, Commissions, advisory bodies or citizen groups for
endorsement and/or approval (Exhibit 2).
Notwithstanding, the benefits that individual Grant Awards may contribute to [in this instance] the Carrillo
Ranch, from a staff perspective, several areas of consideration should first be given prior to aggressively
undertaking such an endeavor. Those considerations would include but may not be limited to the
following:
- Amount of grant award or benefit versus staff time and/or allocation of available resources in order
to secure funding.
Required matching funds or restrictions which may accompany award of grant.
e Practical application of a grant award for any specific purpose.
Available staff time / existing workloads.
e Enlisting the use of volunteers, community groups or interns to search for and identify available
grant opportunities.
e Required review of grant applications per Administrative Order #51 prior to submittal of
applications.
As staff becomes aware of grant opportunities which would benefit areas of our operation or future
development, the merit of each grant is considered and if appropriate, actively pursued. Perhaps this
request presented by Mr. Gray of the historic preservation group, Los Californianos, may yield grant
opportunities which the City of Carlsbad may wish to endorse and then actively pursue.

Dear Ken:
A member of our organization, George Gray, has researched potential opportunities for private grant funding of selected project elements at Carrillo Ranch. He wishes to discuss his findings with the Commission and to suggest the importance and the means of undertaking searches and applications by the city on. an organized, aggressive basis. The cost-savings to the city
could prove substantial and may accelerate the Master Plan
timetable to its ultimate implementation.
.I Mr. Gray is the San Diego/Imperial County coordinator for the distinguished historic preservation group Los Californianos. He has asked for and received the endorsement of the Friends and
wishes to make his presentation under the aegis of the Friends.
This request is the result.
Should the Commission agree that opportunities merit
pursuing, Mr. Gray and the Friends will be happy to lend their
assistance and support for City Council's subsequent
consideration.
We understand you have a heavy Agenda for April but we would
appreciate an Agenda slot for May 17, if possible. Mr. Gray's
remarks should take no more than 15 minutes followed, hopefully, by substantive Commission discussion leading to its endorsement.

SUBJECT: REVIEMOCESS FOR GRANT APPLICATIONS
PURPOSE
To establish a process for the review of all grant applications made by the City of Carlsbad.
BACKGROUND
(* Presently in the City of Carlsbad, grant activities originate in various departments. The majority of these grants are from the following departments: Library/Arts, Parks & Recreation, Planning
and Redevelopment. An individual in each of these departments writes the grant request and
follows through to the conclusion of the process.
Grants are placed in a number of loosely defined categories. The most common grants for
Carlsbad are: block grants, which are broad general subject grants (Community Development
Block Grants); formula grants, based on population, labor force, low income families or similar
criteria; matching grants or challenge grants, where applicant must come up with a percentage
of funds to be granted; categorical grants, made to implement a closely defined program; and
declining grants, a multi-year grant which grows smaller each year with the expectation the
receiving agency will pick up the costs to continue the program.
PROCEDURE
Prior to commencing the grants process with the City Council, Commissions, advisory bodies
or citizen groups, all grant applications or proposals from the City first be reviewed in the
following sequence:
Department grant writer --> Department Head --> Finance Director
(. -> Assistant City Manager
--> City Manager

All applications or proposals shall include an analysis of the service, program benefits, present
and future costs to the City associated with monitoring and complying with grant conditions and
restrictions, the overall benefits to be derived from the grant, conditions of the grant, competition
for the grant, filing deadlines that need to be met and staff person responsible for monitoring the
progress of the application.
