RECOMMENDED ACTION :
Accept and file staff report.
ITEM EXPLANATION :
As the City Council continues to clarify and pursue the vision of Carlsbad that reflects the pride
and quality of life for all who live, work, and play in our community, each year the Council may
refine their strategic goals to more closely align them with their vision statements.
Accordingly, this year the Council's goal statements have been slightly revised. To meet the
Council's vision for Carlsbad, they have developed four strategic goals and they deal with:
1) Top quality service; 2) Economic opportunity; 3) Transportation Systems; and
4) Educational opportunities.
The refined goal statements this year are:

These four strategic goals are defining statements that will drive the City workforce and direct its
activities throughout this fiscal year. To help insure that the vision for Carlsbad is achieved and
maintained, each year, individual managers within the organization design personal goals which
will help to attain the strategic goals established by Council.
Attached in draft form, pending final review by City Council during their September 20, 1999
meeting, are the individual and or team goals of the management employees which provide staff
support for Parks and Recreation related issues. These individual goals represent part of the
workload that is over and above the normal and everyday operation of the department. In most
cases these individual goals have a direct association with the area of Parks and Recreation and
include the following subjects:
Financial Accountability Systems for Recreation programming
Zone 5 Industrial Recreation area
Departmental Strategic Planning
Staff technology training
Performance outcome measures
Pine School acquisition and interim use strategy
School District collaboration
Customer satisfaction
Health and safety associated with the aquatic center

Joint use agreements
Enhancement of parks, open space and facilities
Maintenance Management Program
Employee Safety and Loss Prevention Program
Implementation of CIP projects (Poinsettia Park, Holiday, Cannon, etc.)
Y2K Emergency plan for City services.
Staff will give a brief verbal presentation on this item and be available to answer any questions the
Commission may have.
