DATE: 1 1/15/99 TITLE : STAFF: PRICE RECOMMENDED ACTION : Engage in discussions relative to the formation of a Strategic Plan for the Recreation Department. 0 INFO RISING TO THE CHALLENGES OF 2000 ACTION ITEM EXPLANATION : The Carlsbad Recreation Department has begun a process that will result in a Strategic Plan. This plan will support the City’s Strategic Plan and translate itself in what the residents of Carlsbad are looking for relative to their leisure time. The process is expected to conclude before May, 2000 and includes the following components: 1. An Environmental Scan - Data Collection 2. Trends Analysis - Activities that impact services and their delivery 3. Benchmarking - Reviewing Best Practices 4. Identification of Target Issues of Community 5. Program/Services Inventory.- City & Community Wide 6. Identification of Potential Partners 7. Organizational Review 8. Development of Strategic Plan 9. Performance Measure IO. Program Outcomes The process has been segmented into four phases that are being facilitated by two partnering consultants - Leisure Lifestyle Consulting, Inc. and Promotional Designs Group. These two organizations have extensive experience in the leisure industry with combined experience of over 50 years. Their emphasis of work is in facilitating organization change and outcome management. The four phases are identified as follows: PHASE I - THE ENVIRONMENTAL SCAN PHASE II - DEVELOPING A WORKING VISION a. Our shared values PHASE Ill - STRATEGIC PLAN DEVELOPED PHASE IV - MEASURING OUR SUCCESS a. Moving the message Phase I and Phase II are working concurrently as staff work together to identify their shared values and what they envision as the preferred future of the department. The environmental scan is evolving and will include a variety of methods to collect data to solidify the vision. The environmental scan will also assist the staff to determine the foundation upon which the strategic plan should be built. A critical component of this environmental scan is obtaining feedback from the Parks and Recreation Commission. At the Commission meeting on Monday, November 15, Sheryl Gonzales, working on behalf of Leisure Lifestyle Consulting, Inc., and President of Promotional Designs Group, will be conducting a workshop to obtain the Commission’s input. 35 AB# 1199-8 ,- Page 2 Attached please find the agenda for this workshop (Exhibit 1).
