DATE: 1/17/00 TITLE : CITIZEN REQUEST INFO ACTION STAFF: 1 1" RECOMMENDED'ACTION : Consider a citizen request to operate a concession stand at the Carlsbad Skatepark, review staff analysis and recommendation. Take appropriate action, direct staff accordingly. ITEM EXPLANATION : Staff has received a request from Mychal T. Dourson to operate a concession stand at the Carlsbad Skateboard park. In the attached letter (Exhibit I), he proposes two options for consideration; essentially they are: Option I - City to provide concrete foundation with electric, telephone, and water. Petitioner to provide trailer to facilitate sale of prepackaged food and drink. Petitioner to rent space. Option 2 -City of Carlsbad build concession stand similar to Stagecoach park. Petitioner would rent concession stand. In considering this request, staff has discussed the issue with the Planning Department. According to the Planning staff, the Conditional Use Permit (CUP), which allowed the development of the skatepark, did not consider provisions for concessions. Therefore, if a concession facility was provided, the CUP would need to be formally amended by the Planning Commission to introduce an element of concessions for that site. As part of the ultimate development of the skatepark, the facility was initially studied by a nine (9) \ ' ' member committee established by Council. During the committee meetings to evaluate and recommend sites and facility amenities to the City Council, the issue of food concession was discussed. In the ranking of possible locations for the site location of a skatepark, the provisions for food services ranked lowest in terms of importance to the location of a place to establish a skatepark. In fact, the committee did not entertain the issue of concessions on site primarily because the focus of the committee was to maximize the skating surface within the limited space that was available at each location. The committee did however, address the issue of food and drink concessions but eventually recommended that type of amenity could best be provided perhaps via a catering service or vending machines. Consequently, a food concession facility was not recommended for inclusion within any of the site alternative locations for the skatepark. Staff is not recommending the addition of a concession stand at the skatepark for a number of reasons, they include: 0 Minimum space on site 0 Additional CUP review in light of minimum parking spaces as impacted by Phase II development of the Public Works Building 0 Potential vandalism 0 Cost of facility versus lease revenue ~~0-d Vending machines are planned to be added when the permanent restrooms are constructed 39 F AB# 100-5 Page 2 FISCAL IMPACT The cost to provide a concrete pad with water, electric and telephone is estimated at $7,500. The cost of constructing a concession stand similar to Stagecoach Park's is estimated at $40,000 - $50,000. Any revenue generated as a result of concessionaire rents or lease would be subject to negotiation and / or a bid process to provide those services. At this time, that lease revenue is undetermined. Dourson At this time I would like to propose to the Parks and Recreation Department of the City of Carlsbad that I open a concession stand at the Carlsbad Skate Park. Option #I : Dourson to rent concrete slab space at the Carlsbad Skate Park at a predetermined cost. Dourson to provide the following: A heavy duty all steel construction trailer, 8' X 8'6" X 20'. Prepackaged concession foods and drinks, similar'to the Hours of operation to be determined by skate park attendance All employees to be 18 years of age or older concession at Chase Field. City of Carlsbad to provide: Availability to hook-ups for electricity, telephone, and water. Option #2: City of Carlsbad to build the facility, similar to Stagecoach Park.
