COMMUNITY ACTIVITY GRANTS PROGRAM a ACTION
Appoint a member of the Parks and Recreation Commission to serve on the Community Activity
Grants Review and Selection Committee.
ITEM EXPLANATION:
During the August 15, 2000 City Council meeting, the Council was requested to determine the
make-up of the committee to review Community Activity Grant applications for fiscal year 2000-01.
Council recommended establishing the committee under the guidelines of Council Policy
Statement #51. Accordingly, the committee make-up will consist of one member each from the
Parks and Recreation Commission, Library Board, Senior Commission, and from each of the four
quadrants of the City.
The attached City Council Agenda Bill outlines the tentative schedule for review and award of
Community Activity Grant funding. The name of a representative from the Parks and Recreation
Commission has been requested to be rendered to the Mayor's office by the end of August. A
volunteer from the Commission is being requested to serve this appointment.

RECOMMENDED ACTIONS:
1. Determine makeup of committee to review Community Activity Grant applications for fiscal year
2000-200 1.
ITEM EXPLANATION:
On September 14, 1999, Council approved the design of the Community Activity Grants Program.
The program provides funds for services that will enhance the quality of life for Carlsbad's residents
and visitors. The program is designed to compliment other City programs by providing services that
may not be eligible for funding under any other City program currently in place.
A total of 11 grant applications, with funding requests totaling approximately $165,000, were received
for the 1999-00 grants. Council approved a total of $39,450 in funding for five of the requests.
Attached at Exhibit 1 is a status report on these grants.
The amount of money available for the 2000-01 grants is $60,000. In order to begin the grant
xocess for this fiscal year, Council needs to either appoint a Council subcommittee to review the
applications and make recommendations to council, or direct staff to form a citizen subcommittee.
The citizen subcommittee could be established under the guidelines established in Council Policy
Statement ## 51 (attached at Exhibit 2). These guidelines specify that a review panel be established
nade up of one representative from each quadrant of the City, one Senior Commission member, one
-ibrary Board member and one Parks and Recreation Commission member. If Council wishes to
jistribute the funds using this process, staff will ask the Community Services Director and the Library
3irector to seek volunteers from the appropriate Board and Commissions and request that Council
dentify one panelist from each quadrant. Council could also revise-the makeup of this committee by
.evising Council Policy #51.

BACKGROUND:

PURPOSE:
POLICY:
The City Council has, in the past chosen to fund community activities with
General Fund monies. This has included the allocation of funds to agencies
that prwide various human and social services to Carisbad residents. During
current process and recommend changes to facilitate that process. The

It is the policy of the City of Carlsbad to allocate funds for community activities.
The amount of funds to be allocated will be deteded annually
during the budget process.
Once the budget is adopted interested groups will be notified of the
application process.
The appiication process will consist of the following:
a. City application for funds
b. ‘Public hcaring before a citizen review panel
c. Recommendations submitted to City Council.
The City Council win establish a review panel comprised of citizens
and city staff to evaluate the applications, conduct a public hearing,
and makc recommendations to the City Council. The’review panel will
be comprised of the following: One representative from each quadrant of the City, one member of the Senior Commission, the Library Board,
and the Parks & Recreation Commission.
This poiicy may be amended as necessary.
