RECOMMENDED ACTION :
Accept staff update on Zone 19 Community Park. Make any comments and direct staff to continue with
processing the Master Plan
ITEM EXPLANATION :
Zone 19 Community Park is a 24-acre park, located in the Southwest Quadrant of the City, in the northern
portion of the Aviara community. This park is outlined in the City’s Parks and Recreation Element of the
General Plan as well as the Capital Improvement Program (CIP) for which $4,898,000 is appropriated for
its development with planning the commence this year.
The Master Plan is the first step in the realizing the development of the park. The Master Plan will layout
the overall components for the park and will define its character. The steps include data gathering,
opportunities and constraints analysis, program development, public outreach, review and approval by
Parks and Recreation, Planning Commission and City Council.
The City has commissioned the planning firm of P&D Consultants to assist staff in production of the
Master Plan. A “kick-off meeting” was held September 19, 2000. The consultant subsequently began the
research and collection of data. Four meetings have been held so far to review data, site opportunities
and constraints, and to discuss the program for the park. Based on these meetings, P&D has produced a
preliminary concept plan(s), which will be reviewed with the Commission at this meeting.
Preliminarily, the program is anticipated to include the following:
1. Full size soccer field with (2) smaller soccer overlays (lighted)
2. BasebalVSoccer field (lighted)
3. (2) Half court basketball courts (lighted)
4. Totlot
5. Picnic areas
6. Maintenance Facility
7. Restroom
8. Trails
9. Parking
In addition, a +/- 15,000 square foot community center is planned that will include meeting rooms, banquet
Facilities, and limited senior services (no gymnasium). Adjacent outdoor garden areas are also planned to
complement the building uses.
The purpose of this presentation is to inform the Commission of progress being made, the steps that will
~ollow, and allow any preliminary input into the process. No formal approvals are required at this time. The
plan will be brought back before the Commission for review and approval at a later date.
