RECOMMENDED ACTION :
That the Parks and Recreation Commission appoint a Commissioner to serve on the Ptanning
Team for the City’s Community Forest Management Plan.

ITEM EXPLANATION :
On June 6, 2000, the City Council appropriated funds and directed staff to implement the
Accessory Recommendations created by the Citizen Committee to Study the City’s Tree Policy.
The Committee felt that the Accessory Recommendations would enhance the tree policy for the
entire City. One of the main recommendations was to create a Community Forest Management
Plan (CFMP).
A CFMP is a document that will provide direction to devetop regulations and incentives to manage
tree-related issues in a proactive manner. The plan will address public trees and will discuss
planting, maintenance, removal, replacement and the preservation of public trees. The Plan will
also help raise citizen awareness of the benefits of a .healthy and diverse urban forest, proper tree
selection and care. In addition, the Plan will include the remaining Accessory Recommendation
items such as:
Updating the City’s tree list.
Updating the City’s Uniform Street Tree Planting Map.
Replace old age trees.
Removal of trees not in the City’s right-of-way.
Develop a Heritage Tree Program.
Develop a Management and Rehabilitation Plan for Hosp Grove.
On February 20, 2001, Council awarded a contract to David Evans and Associates to develop the
CFMP. The next step is to create a Planning Team that will assist the consultant with developing
a long-range plan for the City’s urban forest. The scope of work for the Planning Team will
include, but not limited to following tasks: develop a mission statement and define objectives,
identify strategies or means to achieve those objectives,.outline approaches (how it is to be done),
help prepare an operational budget, assign tasks and timetables, etc.
The Team will consist of staff, the consultant, a representative from the Tree Policy Citizen
Committee, and a representative from the Parks and Recreation Commission. The Team will also
work closely with the Fire Department staff on Hosp Grove and with staff from the Historical
Preservation Commission for a Heritage Tree Program. It is anticipated the CFMP will be
completed within three months. A draft and a final CFMP document will be presented to the
Commission for approval.
