SUMMARY REPORT OF THE APRIL 16,2001 PARKS AND RECREATION COMMISSION MEETING

All items were unanimously (5-0) approved.
1. AB Mol-1 COMMISSIONER'S REPORT - Department information for April 2001.
2. AB #401-2 SUMMARY REPORT - The Summary Report of the March 19,2001 Parks and Recreation
- -
Commission Meeting.
DEPARTMENTAL REPORTS
AB Mol-3 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET IMPLEMENTATION PROCESS -
The Commission received an informational report on the CIP budget process from the Finance Director.
AB Mol4 VILLAGES OF LA COSTA MASTER PLAN - This informational update was deferred until
May 2001. ,
AB -01-5 PINE SCHOOL STATUS REPORT - The Commiss3n was updated on the recent City
Council Action for the interim use plan for Pine School.
AB MO1-6 PARKS AND RECREATION COMMISSION WORKSHOP DISCUSSION ISSUES - In
addition to emphasizing the desire to initiate and schedule briefing sessions for Commissioners prior to
the monthly meetings, Commtssion members also requested an annual workshop to discuss the Capital ,
Improvement Program Budget Submittal Requests in the fall of each year.
AB Mol-7 COMMITTEE ASSIGNMENTS - By a vote of (4-2, Ramirez 8, Davidson) the Commission
recommended to reduce the number of standing committees to include the Park Site Facility Planning and
Naming Committee and the Street Tree Committee only. Staff was directed to return next month with a
listing of park sites currently in the development or planning stage so the Commissioners can volunteer to
be appointed to serve on an as needed basis with issues related to a specific park site. In addition, the
trails issue will be a subsection of Park Site Facility Planning Committee.
AB M01-8 PARK-IN-LIEU FEE UPDATE - By a vote of 4-2 (Schulberg & Cunningham) the Commission
directed staff to initiate actions to increase the current Park In Lieu Fee to a level which more accurately reflects the actual costs the City must pay to purchase parkland.
