RECOMMENDED ACTION :
That the Parks and Recreation Commission approve Cingular Wireless request for a wireless
communication site at Stagecoach Community Park.
ITEM EXPLANATION :
Cingular Wireless has approached staff to request the City’s permission to install a wireless
communications site at Stagecoach Community Park. The proposed site will enable Cingular to
expand their network for coverage in the San Diego County area.
Cingular’s proposal requires the removal of an existing seventy-foot (70) light pole located in the
left outfield of Field 1 and replacing it with an identical seventy-foot (70’) pole. The new light pole
will have antennas mounted twenty feet (20) below the lights. In addition, the radio equipment
will be placed in a new enclosure that will be built along the slope directly behind the light pole.
The enclosure will be out of public view and will have attractive landscaping, including trees and
shrubs, near the enclosure. The size of the enclosure will be 10 x 10’ x 8’.
Staff visited the proposed site with Cingular representatives and has finished reviewing the
preliminary designs. Staff has requested, and Cingular has agreed, to construct additional
storage or oftice space at the community center. The additional space will be located on the
north side of the building facing the historical stagecoach station. The size of the new space will
be approximately 425 square feet.
There is a pending license agreement between the City and Cingular Wireless to lease this site
for cellular amenities. During contract negotiations, staff will ensure that the installation of the
new light pole does not impact city programs and the community. Staff will also negotiate a
maintenance schedule for Cingular so they will not interfere with other activities.
A typical license agreement for a cellular site is five years and will generate between $24.000 to
over $27,000 a year in revenues. However, this fee is reduced if a carrier agrees to perform City
improvements such as constructing a new storage or oftice space. If approved tonight, the
proposal will be forwarded to the City’s Planning Commission where is will undergo a Conditional
Use Permit (CUP) process. After the CUP process, the proposal will go to Council for final
approval.
