HomeMy WebLinkAbout2001-08-20; Parks & Recreation Commission; 801-6; Request for Cellular Site at Poinsettia ParkPARKS & RECREATION COMMISSION - AGENDA BILL I POINSETTIA COMMUNITY PARK ACTION STAFF: Carroll RECOMMENDED ACTION : That the Parks and Recreation Commission approve AT&T request for a wireless communication site at Poinsettia Community Park. ITEM EXPLANATION : AT&T has approached staff to request the City’s permission to install a wireless communications site at Poinsettia Community Park. The proposed site will enable AT&T to expand their network for coverage in the San Diego County area. AT&T’s proposal requires the removal of an existing sixty-eight foot (68’) light pole located in the left outfield of Field land replacing it with an identical sixty-eight foot (68’) pole. The new light pole will have antennas mounted directly below the lights. In addition, the radio equipment will be placed in a new enclosure that will be built adjacent to the light pole behind the outfield fence. The enclosure will match existing buildings at the park and will have attractive landscaping, including trees and shrubs, near the enclosure. The size of the enclosure will be 10’ x 15’. Staff visited the proposed site with AT&T representatives and has finished reviewing the preliminary designs. There is a pending license agreement between the City and AT&T to lease this site for cellular amenities. During contract negotiations, staff will ensure that the installation of the new light pole does not impact city programs and the community. Staff will also negotiate a maintenance schedule for AT&T so they will not interfere with other activities. A typical license agreement for a cellular site is five years and will generate between $24,000 to over $27,000 a year in revenues. If approved tonight, the proposal will be forwarded to the City’s Planning Commission where is will undergo a Conditional Use Permit (CUP) process. After the CUP process, the proposal will go to Council for final approval. EXHIBITS: 1.
