DATE: 8/20/01 SALE OF .6 ACRES OF VETERAN’S I - I ~~~ MEMORIAL PARK LAND TO KELLY RANCH 0 ACTION STAFF: Steyaert RECOMMENDED ACTION : Receive, accept, and file a staff report on the intention to sell a .6 acre portion of land, currently a part of future Veteran’s Memorial Park, to the developers of Kelly Ranch for road right of way. City Council recently approved the’Kelly Ranch Master Plan (residential dev‘elopment) located adjacent to and south of the future extension of Cannon Road and adjacent to and east of the future Veteran’s Memorial Park. Kelly Ranch is an important project to the City because of its commitment to construct Cannon Road from its current terminus at Faraday Avenue to El Camino Real. The only access available to the developers from the west of the project is through a small section of Veteran’s Memorial Park (approximately .6 acres of park land) (refer to exhibits). Originally, the plan was to swap the piece of land needed to construct the road for another piece of Kelly Ranch abutting the park. However, the Coastal Commission, during its negotiations with the Kelly Ranch developer, has placed a deed restriction on that property, restricting any development of the land for any purpose, including park uses. Therefore, the City is no longer interesting in the swap concept and the piece that Kelly Ranch requires for their access must be purchased from the City by the developer. The developer has agreed to purchase the approximately .6 acres from the City for the land cost established in the current Park-in-Lieu Fee schedule for the Northwest Quadrant ($400,00 per acre or approximately $260,000 for the subject land). Sale of the park land will not impact the ability of the City to meet it’s park standard or to develop Veteran’s Memorial Park in the future. EXHIBITS: 1. Location Map 2.
