SUMMARY REPORT OF THE SEPTEMBER 17,2001 PARKS AND RECREATION COMMISSION
MEETING
f CONSENT CALENDAR - The following items were unanimously approved (4-0).
1. AB## 901-1 COMMISSIONERS REPORT - September 2001.
2. AB# 901-2 SUMMARY REPORT - For the August 20,2001 Parks and Recreation
Commission Meeting.
DEPARTMENTAL REPORTS
-. 3. AB# 901-3 CITYWIDE TRAILS PROGRAM REPORT - The Commission received a staff
review of the Citywide Trails Program Report. After discussion, comment and public input, the
Commission unanimously (4-0) directed staff to acknowledge their comments as noted in any
further processing of the Report to the City Council. The Commission further accredited the
Report as being thorough and timely in terms of recent citizen surveys identifying the need to
implement a Citywide Trails Program.

4. AW01-4 TREE REMOVAL APPEAL - After the staff report, public input and Commission
discussion, the Commission unanimously (4-0) upheld a staff recommendation to remove the
street tree at 7008 Estrella Del Mar. The appeal was denied primarily on the basis of safety
concerns and liability exposure.
5. AWOI-5 REQUEST BY AT8T FOR CELLULAR SITE AT POINSETTIA COMMUNITY - PARK - The Commission unanimously (4-0) recommended approval of the installation of a cellular site at Poinsettia Community Park. In addition, the Commission also directed staff to
forward a recommendation to City Council that the revenue received for this particular site be
considered for use in supporting recreation programs. Specifically, those programs would
include the Opportunity Grants Program and sportsmanship training for coaches in association
with the National Alliance for Youth Sports.
6. AW01-6 PARKS AND RECREATION COMMISSION ELECTION OF VICE CHAIR
PERSON - By a unanimous (4-0) vote, Seth Shulberg was nominated and subsequently
elected as Vice Chair Person for the remainder of the 2001 calendar year.
