DATE: 2-21-02 LA COSTA CANYON PARK IMPROVEMENTS STAFF: Carroll I I I RECOMMENDED ACTION : That the Parks and Recreation Commission accept staffs proposal for expenditure of funds at La Costa Canyon Park and direct staff to submit project proposals to the City Council for approval. ITEM EXPLANATION : Last year, several citizens living immediately adjacent to La Costa Canyon Park hired a contractor to remove 48 mature Eucalyptus trees within the park without authorization from the City. The trees were removed because they were obstructing the groups' views. After learning about the tree removals and identifying the individuals responsible for that action, the City negotiated a monetary settlement for the value of the trees and the cost for removing the tree stumps. The City received $175,000 from the settlement. Recently, the City began replenishing the tree stock at La Costa Canyon park by planting nearly 200 five-gallon trees. In addition, the City removed the Eucalyptus tree stumps and installed new irrigation equipment for the five-gallon trees. The total cost for these improvements was $10,400. That gives the City a balance of $164,600 to perform additional improvements at this park site. Staff wants to spend the settlement balance on various improvements at La Costa Canyon Park. A brief description of the improvements and the estimated costs is provided below. Tot Lot Improvements - This project requires the removal of tot lot equipment and a swing set because they do not comply with safety and Americans with Disabilities Act (ADA) standards. A new swing set (6 place with 4 belt and 2 full bucket) and tot lot structure, along with rubberized surfacing for accessibility will be installed. The total cost for this project is $56,000. e Stairwell Improvements - The stairwell leading to the tennis courts are made of wood and are a safety hazard because of vandalism and aging. This project will replace the wooden stairwell with concrete steps. The design is currently underway and the cost is estimated at $20,000. 0 Restroom Improvements - Improvements for this facility include roof replacement, ADA modifications, improved ventilation and various exteriorhnterior improvements. The cost for this project is estimated at $40,000. planted trees and new irrigation system. Additional funds are needed for water, pruning, cultivating, weed abatement, irrigation repair, etc. Staff estimates that $20,000 will be sufficient enough to maintain the new trees and irrigation system. 0 On-going Maintenance - Additional maintenance cost will be attributed to the 200 After completing the improvements mentioned above, the City will have a balance of $28,600. Other improvements can include, but not be limited to new picnic tables, barbeques, benches, a picnic shelter, etc. If the Commission wants to consider other projects at La Costa Canyon Park that are not identified in this report, staff will.investigate the feasibility of completing'such projects with available money allotted for this park.
