SOFTBALL PITCHER WARM-UP AREA ACTION
If the Commission concurs with the request from LCYO, direct the issue to staff to have the
amenity developed according to the installation criteria determined by staff.
ITEM EXPLANATION :
The Department has received a request from LCYO to address the Commission and approve the
installation of a softball pitchers warm-up area between fields #2 and #3 at Stagecoach Park.
The proposal is attached as Exhibit 1.
LCYO representatives have discussed this proposal with Recreation Programming and Park
Maintenance Staff. City Staff is not opposed to this request as long as it is installed by
professional contractors and done so in a professional manner. All work must be coordinated
with Park Maintenance Staff to avoid negative maintenance impacts to existing irrigation
systems. All work should be approved by the maintenance staff prior to installation, and as long
as the project installation meets this criteria, staff could support this request. It is staffs
understanding that the area is designed as a pitchers warm-up area only and not to be used as a
batting cage facility.

The La Costa Youth Organization is proposing the addition of a softball pitchers warm-
up area on Stagecoach Park fields #2 and #3. 7ke area would be similar to those located at
Calavara Park on field 1.
Our concern is for the safety of the girls in our softball program and the safety of the
many siblings and parents that come to watch our games. Currently, during game time, our girls
have no place to warm up before entering a game to pitch. In an attempt to find a place to warm
up, our girls have been throwing wild pitches into the stands, into the dugouts, and onto the
playing field.
As a way to help Stage Coach Park continue to be a “Safe Place to Gather”, we would
like to be allowed to install two warm-up areas. One would be located outside the playing field
along the 1“ base side of field #2. The otha on the 3d base side of field #3. (See attached
drawings). The warm up areas will be of use to the LCYO softball program, the La Costa 35
Athletic Club, and all other groups that use the fields in the future,

Add an additional 20’ of 10’ tall fencing to the present field fence.
Remove a 10’ x 50’ x 3” section of grass.
Relocate and re-calibrate for coverage any sprinkler heads that would be affected.
Fill the section with field dirt matching the infield dirt, 3” deep, flush with the grass field.
Install a pitcher’s rubber near the 1” or 3d base dugout.
Install a home plate at the far end of the section (away fiom the dugouts)
Install 10’0f 5’ fencing to serve as a backstop behind home plate.
Extend the side of the dugout fence 5’.
All work would be done by contrztors approved of by the Parks and Recreation
commission, in a timely manner, and in a way that minimally interferes with the public’s use of
the park.
The La Costa Youth Organization proposes to begin the project as soon as possible. We
would like to present our proposal at the next commission meeting so that we can address any
concern or questions the commission may have. In the meantime, if you have any questions or
