RECOMMENDED ACTION :
That the Parks and Recreation Commission deny Carlsbad Youth Baseball request to install
temporary batting cages on Pine Field, but instead, approve installing batting cages on Chase
Field.
I ITEM EXPLANATION :
Staff received a request from the Carlsbad Youth Baseball (CYB) organization to install two
temporary batting cages behind the right field fence of Pine'Field. Staff is recommending the
Commission deny CYB request for three reasons.
I. Within 60 days, the City will begin demolishing the facilities on Pine Field, which will take
approximately four months to complete. In addition, the master plan process will soon
begin for the Pine Street Park Project. Due to this area being a construction zone,
additional uses at Pine Field should be prohibited and any new uses like batting cages
should be requested in the master plan process.
2. The batting cages were originally going to be installed at Chase Field, as approved in the
Conditional Use Permit (CUP 00-16), dated November 14, 2000. - 3. Spending public money on a temporary facility is not being fiscally responsible to the
citizens of Carlsbad.
Staff is recommending the batting cages be installed at Chase Field instead of Pine Field. The
proposed batting cages at Chase Field comply with the Conditional Use Permit approved on
November 14, 2000. The two batting cages will be identical and each will consist of a
rectangular shaped area measuring sixteen feet wide by sixty feet long and twelve feet in height.
The cages will be fully enclosed with chain link fencing material. The ball pitching will be manual.
The batting cages will be located adjacent to the outfield of Field No. 3, along Chestnut Avenue
(see Exhibit 2).
City staff will solicit bids to perspective contractors to install the batting cages. Staff estimates it
will cost the City less than $20,000 to install said cages.

Re: Chase/Pine Field Batting Cages
Gentlemen,
Carlsbad Youth Baseball (CYB) requests that the Ci of Carlsbad install two temporary batting cages behind the right field fence on Pine Field. The batting cages were approved for construction in the Conditional Use Permit (CUP) granted by the City for improvements to Chase Field approximately
1 year ago but are not going to be constructed until such time as the Cii and local workshops
determine how the entire area including Chase Field and the Pine School site should be developed.
In the meantime, it would be very beneficial to our youth baseball program to have more immediate
useof the batting cages.

It is our understanding that the Ci5 present approved budget for Chase Field improvements
can support the cost. Specifications for the construction of the batting cages are included in the bid package advertised for the Chase Field improvements in the fall of 2001.

1. Close Chestnut

Community Learning Center
Opportunities:
1. The Carlsbad Library Foundation is working to support and expand the existing
Literacy function that falls under the library budget. We are seeking to expand the
program to include Adult Learning Program, Literacy Instruction for Children and
Youth, Homework Center, Family Literacy and Centro
2. Key is adding Centro to the existing Literacy and housing in same building
3. The Harding Center or existing School District building would suit this need
1. Utilizes the synergy of grouping two programs under one roof
2. Location is everything to the Literacy
3. Harding or School District building on existing bus routes
4. The residents need the Centro as it supports more than just library function

Opportunities:
1. I am working closely with the U-T on community support for a multitude of
programs. I do need the city’s support in working towards a community partnership
that would include media and monetary support from the U-T. I have been very
successful with the U-T while serving with Carlsbad Youth Baseball. I have a proven
track record and the U-T is looking to help communities. A win-win for all involved.
