SUMMARY REPORT OF THE OCTOBER 28,2002 PARKS AND RECREATION COMMISSION MEETING
CONSENT CALENDAR
All items listed under Consent were unanimously approved (5-0) (Cunningham absent)
1. AB #1002-1 COMMISSIONER’S REPORT - The Commissioners Report for the Fall Quarter 2002.
2. AB #1002-2 RECEIPT OF DONATION - The Commission received a donation of memorabilia for the Carrillo
Ranch.
3. AB #1002-3 SUMMARY REPORT - The Summary Report of the May 20,2002 Parks and Recreation
Commission Meeting.
DEPARTMENTAL REPORTS
4. AB #I0024 NORTHWEST QUADRANT COMMUNITY PARK MASTER PLAN - By a 4-1 vote (Comstock) the
Commission’s action was three fold:
1) The Commission endorsed the “Preferred Plan” as outlined by staff and the park planning consultant for
the Northwest Quadrant Community Park Master Plan and they recommended approval by the City
Council.
2) The Commission endorsed the use of Proposition 12 and 40 Park Bond Funds to assist in funding this
park development project and recommended approval by City Council.
3) The Commission endorsed ancillary actions associated with the park master plan, its development and
future operations: . Amend the configuration of the berm areas immediately adjacent to the skateboarding amenity. . Install an appropriate traffic calming devise at Harding Street and Pine Avenue for pedestrian

Commissioner Comstock did request the record show that although his dissenting vote did endorse the use of Park Bond
Funding and all of the ancillary actions, his opposition to the motion resulted because the “Preferred Plan” lacked an
