The attached letter from Rick Lantz regarding the Aquatic Complex at Alga Norte Community
Park has been previously sent to each Commissioner at Mr. Lantz’s request, prior to the March
24, 2003 Parks and Recreation Commission Meeting.

Re: Aquatic Complex at Alga Norte
Dear Commissioners,
March 3,2003
In the last eight years many members of our community have publicly
addressed the city council and parks commission requesting a second pool.
It has been a sustained effort by athletes, coaches, parents, and community
members to emphasize a drastic need for an additional aquatic complex. In
1982 when our present pool was opened, our city’s population was 27,000
and our park system consisted of Holiday Park, baseball fields on Harding
St, and a few pocket parks. Since 1982 our population has tripled and our
parks commission and city council developed three additional major sports
complexes to meet our rapidly growing population, unfortunately an
additional pool was left out of that plan.
Since the first day of operation the pool has enjoyed one of the highest if not
the highest utilization rate of any of our parks. At present the pool is
operated from 6am - 9:3Opm five days a week and 8am-6pm on weekends.
During these hours the pool is consistently used to capacity with all
programs (swim lessons, water polo, competitive swimming, rec.
swimming) demanding more time only to be denied at least 50% of there
requested use. I ask You to consider what other city facilities have a use rate
or demand that matches our pool?
I attended the February 27fh workshop conducted by Mr. Steve Cahill. One
of the points emphasized that night was a projected “Cost Recovery”
percentage assigned to each of the six designs presented. As a thuty-year
member of our community I applaud our planners for being concerned with
our facilities operating cost as well as all of our cities use of funds. But I am
also aware that there are considerable yearly operating cost for our multiple

sports complexes, libraries, safety center, Faraday Center, city hall, future
city hall, and other non self-supporting facilities that are used by a fraction
of the population. Were “Cost Recovery ‘‘ Dredictions incomorated in the
decision to build or desim any of these facilities?
As we approach the critical decision process for our next aquatic complex I
ask you to keep focused on the issues:
1. We desperately need an additional city pool.
2. The demand on our existing pool is competitive swimming, water
polo, swim lessons, lap swimming, recreational swimming.
3. This demand necessitates design and construction of a competitive
multi-pool complex, not a water park
4. The delay in building an additional pool has produced
overcrowded/overuse of existing pool, consequently the new aquatic
complex should be constructed first and be the primarv emphasis of
Alga Norte Park
