DATE: 3-24-03 PROPOSED PUBLIC ART COMPONENT FOR 0 ACTION STAFF: Ketabian RECOMMENDED ACTION : LARWIN COMMUNITY PARK Review the artists proposed Public Art Component for Larwin Park and comment as appropriate. ITEM EXPLANATION : The Public Art Component for Larwin Park currently completed the public review and comment period. The selected artist, Slyvia Tidwell, provided a mauquette of the proposed artwork that were on display at both City libraries. The Arts Commission will present the public comment data to the City Council. Council will be asked to provide final approval of the Public Art component. Any Commission comments received as a result of this presentation will be included as part of the public review process. EXHIBITS: 1. Artist Concept Statement for Proposed Public Art 2. Park Plan Indicating Location for Proposed Public Art Component PROPOSAL FOR SCULPTURE FOR LARWIN PARK Southern California artist, Sylvia Tidwell, has been selected to create the public artwork for Larwin Park. After reviewing the site plans, she proposes, “to create a transitional portal between the Outside World and the Nature World of Larwin Park.” . The proposal is to create a pair of matching “sentries” that will flank the entrance to the park. These will be approximately 8-112 to 9 foot tall sculptures in stainless steel, with a maximum width of 3 feet. Atop an approximately 3-1/2 foot supporting pole will be overlapping and interlocking curved leaf forms - in reference to the natural world the visitor is entering - that rise on either side of the visitor and arch toward the center of the walkway, suggesting an entrance arbor to the garden within. The sculptures will be bolted onto concrete blocks. The material /- proposed is 14-gage or 12-gage stainless steel (1 18-1 /I 6 inch thick). Forms will be plasma-cut. Construction will include welded joints as well as stainless steel fasteners. The finish proposed will be sandblasted andlor polished with a textured surface treatment. Safety and maintenance considerations were an important factor in the final design proposal. The leaf motif may be used in other areas of the park to continue the Nature World theme heralded by the sculpture. Possible areas that might receive leaf design are walkways - where specialty concrete might include leaf shapes - the children’s play areas, and the planter area around the specimen coast live oak at the heart of the park.
