AB #403-1 SUMMARY REPORT - The Summary Report of the March 24, 2003 Parks and Recreation Commission Meeting was unanimously (5-0) approved. DEPARTMENTAL REPORTS 2. - 3. 4. 5. AB #403-2 PROPOSED FEE INCREASES FOR THE EXISTING AQUATIC SWIM COMPLEX - During the March Commission meeting, staff presented proposed fee increases for the Swim Complex. Because the proposal was estimated to only produce a 43% self sustaining status, staff was unanimously (5-0) requested to return with a fee schedule that would yield a percentage of approximately 52%. Accordingly, staff presented a revised fee schedule for consideration this month. The fee schedule as proposed was endorsed for Councils consideration by a vote of 4-1-1. Although staff recommended a rate of $5.00 per lane hour for CUSD’s use, the Commission recommended increasing that rate to $6.00 per lane hour. The dissenting vote (Cunningham) did not endorse that $1.00 increase. Commissioner Pieratt was absent. AB #403-3 CITIZEN APPEAL TO REMOVE TREES - The Commission unanimously (5-0) approved a Citizen’s appeal of a staff recommendation to deny a tree removal request. Approval of the appeal was based upon the Citizen’s agreement to replace the trees with a variety and size acceptable to City staff. AB #403-4 GENERAL PLAN AMENDMENT TO THE PARKS AND RECREATION ELEMENT OF THE CARLSBAD GENERAL PLAN - The Commission unanimously (5-0) endorsed proposed amendments to the Parks and Recreation Element of the General Plan. The revisions to the Element will include items related to the Citywide Trail Implementation Program and additions to the park inventory and corresponding matrices. AB #403-5 PARK AND RECREATION COMMISSION / YOUTH REPRESENTATION - The Commission unanimously (5-0) recommended to return for future discussions on this issue when more information can be provided regarding ways to include Citywide youth participation ,or representation to the Commission on related issues.
