ITEM EXPLANATION : Attached is the Summary Report of the September 15, 2003 Parks and Recreation Commission Meeting. EXHIBITS: 1. September 15, 2003 Parks & Recreation Commission Meeting Summary Report KEITH BEVERLY September 17, 2003 RECREATION TO: MAYOR LEWIS MAYOR PRO TEM FINNILA CITY COUNCIL MEMBERS KULCHIN, HALL, PACKARD FROM: SENIOR MANAGEMENT ANALYST SUMMARY REPORT OF THE SEPTEMBER 15, 2003 PARKS AND RECREATION COMMISSION MEETING CONSENT CALENDAR The following consent items were unanimously (5-0) approved. 1. AB #903-1 SUMMARY REPORT - The Commission approved the Summary Report of the August Parks and Recreation Commission meeting. 2. AB #903-2 RECEIPT OF DONATION - Several artifacts from Ms. Dawn Amos for the archival collection at Carrillo Ranch and $125 cash from donations made at the Grand Opening Event were received by the Commission and recommended for acceptance by the City Council. 3. AB #903-3 RECEIPT OF DONATION - Two hats formerly owned by Leo Carrillo were donated by Mr. and Mrs. Clay Bartels to the Carrillo Ranch archival collection. The Commission recommended acceptance by the City Council. DEPARTMENTAL REPORTS 4. AB #903-4 BUDGETARY AND ECONOMIC FORECAST PRESENTATION - The Commission received a presentation from the Finance Director regarding the City's current and future fiscal outlook. The presentation focused on operating expenses, revenue sources, trends and projections, and the impacts that the state budget will have upon Carlsbad's Budget. 5 AB #903-5 APPROVED PARK DEVELOPMENT CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET - FY 2003-04 THRU BUILD-OUT - The Commission received a report from the Park Development Manager on the approved CIP park development projects. In addition, the Deputy Public Works Director - General Services reported on the CIP park improvement projects approved for FY03-04. 6. AB #903-6 NAMING OF A FUTURE COMMUNITY PARK - The Commission unanimously endorsed a subcommittee recommendation to name the Larwin park site - "Hidden Canyon Community Park". The Commission will forward that recommendation to the City Council for consideration. 7. AB #903-7 AGENDA ITEMS FOR THE COMMISSION WORKSHOP - The Commission unanimously agreed on several agenda items for the October 25tn workshop, they include: • A review of the Park inventory to include discussion of the Veterans Memorial Park Site, Golf Course, Trails and Habitat Management Plan. • Strategic Plan Update(s) • Holiday Dinner Venue • Public Works / Park Maintenance "Standards of Care" • Management Employee Goals from Park Maintenance, Development and Recreation Staff As a result of specific discussion during agenda item #903-5 (CIP Budget Presentation), at the conclusion of the meeting, the Commission members unanimously reiterated their support for development of the Municipal Golf Course and directed staff to relay that information to the City Council for their consideration.
