HomeMy WebLinkAbout2004-03-15; Parks & Recreation Commission; 304-6; Sportsmanship Program Update PresentationPARKS & RECREATION COMMISSION - AGENDA BILL I INFO AB# 304-6 I TITLE: SPORTSMANSHIP PROGRAM UPDATE PRESENTATION ACTION Herrera I I I RECOMMENDED ACTION : Accept and file staff report updating the Parks and Recreation Commission regarding the Departments progress in development of a sportsmanship program. ITEM EXPLANATION : In August 2001 and November 2002 staff presented the Commission with Sportsmanship training guidelines for the Department’s Youth Basketball Program and Adult Sports Division. The Commission endorsed these guidelines along with the Department’s Mission Statement and Community Expectations. The Commission may recall with that endorsement, the T.R.U.S.T. Program was established. In summary, the Carlsbad T.R.U.S.T. Program, Mission Statement, and Community Expectations are as outlined below: Mission Statement In our continuing effort to create community through people, parks and programs, the Recreation Department will strive to provide quality activities that are safe, fair, and enriching for all of its participants, spectators, and administrators. This philosophy will be implemented through the T.R.U.S.T. Program which focuses on: - Teaching Respect, Unity, & sportsmanship through leamwork Communitv Expectations The Carlsbad Recreation Department requires staff, participants, spectators and neighbors to recognize the following expectations in order to maintain a healthy community: . We T.R.U.S.T. that you will maintain a safe and positive environment. . We T.R.U.S.T. that you will treat every individual with courtesy and respect. . We T.R.U.S.T. that you will honor the rules established for each activity. . We T.R.U.S.T. that you will demonstrate fair play and sportsmanship at all times. In addition to approving the Sportsmanship Guidelines, Mission Statement, Trust Program and Community Expectations, the Commission also recommended criteria that community organizations utilizing Carlsbad facilities be required to develop sportsmanship training as a pre- requisite to receive priority status during the field negotiation process. Furthermore, the City Council has endorsed a goal that focuses on the importance of Sportsmanship within the Carlsbad Community. Consequently, a goal team comprised of Recreation Department staff are currently working to: . Expand and implement the Sportsmanship & Trust Program in all Recreation activities. . Include policy and procedures training for staff, volunteers and participants. . Continue Sportsmanship surveys that will be used for the City’s annual Performance Measure Reports. . Investigate financial support to market this program. Develop a logo that can be displayed at all City Recreation facilities, web page, and programming material and flyers. AB# Page 2 Staff will also update the Commission regarding the effort undertaken by theDepartment to implement and develop sportsmanship guidelines criteria for community athletic organizations that intend to use City facilities. A PowerPoint presentation (Exhibit 1 ) has been prepared.
