DATE: 04-19-04 POTENTIAL FEE INCREASES FOR RECREATION PROGRAM STAFF: BEVERLY RECOMMENDED ACTION: Accept and file staff report. INFO 0 ACTION ITEM EXPLANATION: Each year with the adoption of the Capital Improvement Program and Operating budget, staff is requested to evaluate existing fees for potential increases. The attached letter identifies a number of areas that may be subject to potential fee increases, depending on the results of survey work that is currently in progress. To the extent that fee increase can impact a number of user organizations, the primary purpose of the attached letter, and this agenda item it two fold. First, the letter was meant to provide ample notice that there are areas, which may potentially face an increase in fees. Secondly, this agenda item provides opportunity for the user organizations; program and facility users to voice their concerns relative to fee increase in a public forum. At this time, there is no required action and there is no staff recommendation for fee increases to specific areas. However, by the May Commission meeting, the staff analysis for potential fee increases will be completed and undoubtedly there will be recommendations for fee increases in certain areas. EXHIBITS: 1. The Recreation Department is required on an annual basis to review specific charges for services, programs and facility use. The Parks and Recreation Commission and City Council have set a benchmark standard for the Department to maintain a 60% self-sustaining level of operation. Increased maintenance and programming costs to specific areas of operations have required cost comparison studies. Surveys have been conducted in order to assure that fees charged by other neighboring cities and their facilities are comparable. Although the comparison studies are still being analyzed, potential fee increases are anticipated but may not be limited to the following areas: Park Picnic Rentals Gymnasium Charges Athletic Field Camp/Clinics Implementation of a fee for inflatable party jumps Large meeting room fee increases for all users Athletic Field light fee for all.users STRENGTHENING FAMILIES To the extent that these potential fee increases may have an impact to you or your organization, this letter is provided to allow ample notice and a timetable of public discussion. The first meeting will be April 19, 2004, at which time staff will apprise the Parks and Recreation Commission of the potential areas of fee increases (noted above) this meeting will be strictly informational. The next meeting for public input will be at the May 17, 2004, Parks and Recreation Commission meeting. Commissioners will be presented with recommendations by staff for any substantiated fee increases. The Commission will then hear public comment and recommend fee increases. The recommendation of the Commission will proceed to City Council sometime in June as part of the Budget adoption process. You are welcome to attend and give comment at any of these meetings.
