3. AB #504-3 RECREATION DEPARTMENT RECOMMENDED FACILITY FEE INCREASES
AND PROPOSED NEW FEES FOR FY 2004-05 - After staff presentation and public
comment from representatives of two community youth sports organizations, the Commission approved a staff recommendation for new and increased facility fees with one
exception. The exception included a recommendation that the proposed sports field night
lighting fee for non-profit resident groups not be implemented until January 1, 2005, and
that the fee be established at $5 per hour.
The Commission recommended deferral of the fee increase until January 1, 2005, because
the majority of youth sports leagues have completed their sign-updregistration period for
the Fall season (August - December). Typically, individual registration fees are determined
in part, based upon known costs that the leagues are required to offset, i.e., lighting fees,
etc.
The Commission acknowledged that imposing an additional fee at this time would cause an
unusual hardship for the sports organizations and their ability to operate within existing
budgets established for this calendar year.
The recommendation was approved by a vote of 5-0 with one abstention (Comstock).
