HIGH NOON ROTARY REQUEST ACTION
RECOMMENDED ACTION:
That the Parks and Recreation Commission authorize the Carlsbad High Noon Rotary Club to
perform park amenities improvements at Hosp Grove and recommend naming the picnic
amenities within the park as The Hosp Grove High Noon Rotary Picnic Area.
ITEM EXPLANATION:
In 2002 the City Council and Parks and Recreation Commission adopted the Community Forest
Management Plan. A significant part of the Plan is the rehabilitation and reforestation of Hosp
Grove Park. The Carlsbad High Noon Rotary Club, along with the Carlsbad High School Interact
Team, assisted Clty staff on implementing the Plan for Hosp Grove Park by planting trees and
cleaning a major portion of the property. In the last fourteen months these organizations have
planted over 1,000 trees, mowed the weeds, removed dead and fallen trees, cleaned up debris
and watered the trees (recently, the city installed a new irrigation system to ensure the trees
planted by the two groups will survive during the summer months). The clubs have donated over
1,000 hours of manual labor for these efforts.
The Carlsbad High Noon Rotary has suggested as a culmination of these efforts to install a picnic
area that would include three picnic tables, three benches and trash receptacles. Attached, as
Exhibit 1 is a preliminary site plan for the proposed picnic area. Also attached, as Exhibit 2 is a
photo of a sample picnic table for Hosp Grove Park. In addition, the High Noon Rotary Club is
requesting to install a sign naming the amenity as The Hosp Grove High Noon Rotary Picnic
Area. The City has an established policy for naming parks, facilities and amenities within parks.
Policy No. 48 requires the Commission to recommend and the City Council will determine the
official name of said parks, facilities and amenities. Attached, as Exhibit 3 is a copy of Policy No.
48.
Staff has reviewed the request and finds it consistent with the Parks Master Plan program. The
Planning Department has also given its approval as these improvements are adjacent to the trails
in the area and can serve as a trailhead. Members of the High Noon Rotary Club are here
tonight to make a presentation on the services they have provided at Hosp Grove Park.
FISCAL IMPACT:
The High Noon Rotary Club will purchase and donate the picnic tables and benches to the City.
The City will install the amenities including the trash receptacles, as well as provide the labor and
materials for pouring the concrete pads. The City will also provide recycled wood chips from
street tree pruning. The High Noon Rotary Club and the Carlsbad High School Interact Team will
provide maintenance of the Picnic area.

PURPOSE
To establish guidelines and procedures for the naming of parks, facilities and amenities within parks
and the renaming of parks.
STATEMENT OF POLICY
The Parks and Recreation Commission shall be responsible for recommending the name of parks,
facilities and amenities within parks and for considering the renaming of parks every 25 years. The
Commission will recommend and the City Council will determine the official name of parks,
facilities and amenities within parks.
PROCEDURE
At the appropriate time for naming a park or considering renaming a park, the Parks and
Recreation Commission will solicit public input. The proposed names shall be submitted in writing
to the Parks and Recreation Commission with justification to aid in considering the proposal. The
proposed name shall be placed on the Commission agenda, allowing appropriate time for review
by the Commission (and subcommittee, as necessary) and to publicize and receive input from the
public at the Commission meeting.
When considering proposals, the Commission shall emphasize the following criteria in making their
recommendation to the City Council:
a Geographic location
m Community significance
Historical significance
w School name, when adjacent to B school
a Individual person who shall have made a significant contribution to the City

The Commission’s recommendation will be fonvarded to the City Council for their determination
of the official name.
