Keith Beverly Recreation June 23,2004 TO: MAYOR LEWIS MAYOR PRO TEM FlNNlLA CITY COUNCIL MEMBERS KULCHIN, HALL, PACKARD FROM: SENIOR MANAGEMENT ANALYST SUMMARY REPORT OF THE JUNE 21, 2004 PARKS AND RECREATION COMMISSION ME ET1 NG CONSENT CALENDAR The following consent items were unanimously approved (6-0). 1. AB #604-1 SUMMARY REPORT - of the May 17,2004 Parks and Recreation Commission meeting. 2. AB #604-2 RECEIPT OF DONATIONS/2004 TRIATHLON - The Commission accepted a total cash donation of $7,950 and $9,440 in product and services to support this years triathlon. DEPARTMENTAL REPORTS 3. AB #604-3 VIETNAM VETERANS MEMORIAL REQUEST - By a unanimous vote, the Commission accepted and approved a subcommittee recommendation regarding a citizen request for the City to accommodate a Vietnam Veterans Memorial in one of its parks on an interim basis, with the eventual location to be in Veterans Memorial Park. The subcommittee recommendation was; if a Veterans Memorial is to be accommodated, it should be ‘all inclusive” of all the wardconflicts engaged in by the United States. If the “all inclusive” condition were acceptable to the applicant, the Commission would also require a more specific master plan showing specific dimensions, etc. The subcommittee also requested that a funding source for maintenance be identified and that a Conditional Use Permit be obtained prior to installation. Maxton Brown Park or Cannon Park were recommended as interim locations. Mr. Walter ‘Jack” Frazier addressed the Commission and informed them that the Army/Navy Academy had very recently authorized the placement of the Vietnam Memorial on their grounds, and he thanked the Commission for their consideration with his request. 4. AB #604-4 HOSP GROVE PARKIHIGH NOON ROTARY REQUEST - The Commission received an informational update on the work efforts by the High Noon Rotary in Hosp Grove. In addition to substantial clean up activities, the organization has planted over 1,000 trees and installed an irrigation system. The Commission unanimously (6-0) recommended approval of a request for the group to develop a small picnic area within Hosp Grove and name the amenity ”The Hosp Grove High Noon Rotary Picnic Area”. The request will be forwarded to City Council for consideration in accordance with Council Policy #48. 5. AB #604-5 USE OF VOLUNTEERSlPROPOSED LEGISLATION - The Commission received an informational update regarding recent legislation affecting the use of volunteers and prevailing wage requirements. AB #604-6 NAME RECOMMENDATION FOR THE FUTURE NORTHWEST QUADRANT COMMUNITY PARK - The Commission unanimously (6-0) approved a subcommittee recommendation to name the future Northwest Quadrant Community Park “Pine Avenue Park”. The recommendation was made based on criteria outlined in Council Policy ##48, “Naming of Parks”.
