BACKGROUND/ ITEM EXPLANATION:
The 266 acre Lake Calavera Mitigation site is one of several City owned properties that will be
part of the Habitat Management Plan, (HMP) preserve system. The Parks and Recreation
Element of the City’s General Plan has identified this area as a Special Resource Area in the
Northeast Quadrant. The site also serves as a mitigation bank for City public works projects.
The development for the Lake Calavera Trails Master Plan is identified in the current Capital
Improvement Program (CIP) as a Citywide Project and as part of the Citywide Trails program.
Currently, Recreation Park Development staff is developing a Master Plan for a public multi-use,
recreational trail system within the Lake Calavera property. (See Exhibit 1, 2004-2005 Capital
Project Description) Trails to be improved are mainly non-paved and will include trailhead
parking, staging area, signage, benches, litter receptacles, interpretive signage and passive
picnic areas. The proposed project will utilize volunteers to construct or improve already existing
trails and to maintain them as well.
A Public Workshop for gathering input regarding the proposed Master Plan is scheduled for
November 18, 2004 at the Calavera Hills Middle School, which is located directly across from the
Lake Calavera Mitigation site.
