SUMMARY REPORT OF THE APRIL 18, 2005 PARKS AND RECREATION COMMISSION

CONSENT CALENDAR - The following consent items were unanimously approved 6-0
(Hubbard Absent)
1. AB #405-1 SUMMARY REPORT - (ACTION) - The Commission accepted, approved and filed
the summary report of the March 21 , 2005 Parks and Recreation Commission meeting.
2. AB #405-2 RECEIPT OF DONATION - (ACTION) - The Commission received a donation of
$2,000 in support of teen programming.
/ACTION) - The Cornmission recommended that the City Council maintain existing funding
levels for Grad Nite contributions as outlined in Council Policy #61.
3. AB #405-3 COUNCIL POLICY #61 - CONTRIBUTION TO GRAD NlTE ACTIVITIES -
DEPARTMENTAL REPORTS
4. AB M05-4 RESPONSE TO COMMISSIONERS INQUIRY “KEEPING TREES HEALTHY” -
llNF0) - The Commission received an informational update regarding the City’s Community
Forest Management Plan, including discussion on the Council Policy statement for street trees,
policies & requirements addressed in the Landscape Manual, community education and
involvement (use of volunteers), numbers of tree plantings, mortality rates for newly planted
trees and budgetary considerations for tree maintenance and operation.
5. AB #405-5 STATUS REPORT ON ALGA NORTE COMMUNITY PARK - (INFO) - After
receiving a status report on the progress of Alga Norte Community Park, the Commission
unanimously recommended to relay the following information to the City Council via the
Summary Report of the meeting. The information is as follows:
“The Parks and Recreation Commission recognizes the importance of the future
development of the Alga Norte Community Park Master Plan as approved by the City
Council. Acknowledging the many hours of public involvement during numerous public
workshops, the Commission wishes to reiterate its’ continued support for construction
of the Park in its’ entirety as identified in the approved master plan and within the time
frame as currently outlined in the Capital Improvement Program (CIP) budget.”
lACTlON) - The Commission unanimously endorsed several proposed amendmentdadditions
to the Recreation Departments, Facility Use Rules and Regulations. Significant additions
include incorporating the Senior Center Rules and Regulations within the existing policy and
the addition of sportsmanship criteria required of all sports organizations wishing to rent
