DATE: I 6120105 STAFF: I Bradstreet CITIZEN REQUEST TO PROVIDE SKATEBOARDING OPPORTUNITIES IN THE NORTHERN MOST AREA OF CARLSBAD ITEM EXPLANATION: On May 3, 2005, a group of citizens addressed the City Council and presented a petition to request a skateboarding facility in the northern most area of Carlsbad. After the presentation, the group was referred to the Recreation Director for further discussion. 0 INFO ACTION On May 31 , 2005, staff met with the skateboarding group to entertain their thoughts. The group’s reasons for wanting a skateboarding facility in the north are: 1. Since passage of ordinance CMC10.58, it is illegal to skateboard in most public areas in the northern portion of Carlsbad. 2. There are no public skateboarding facilities in the northern area of Carlsbad and none planned. 3. It is difficult to coordinate transportation to the Safety Center Skatepark. Although bus travel is available, parents are hesitant to allow their children unsupervised distant travel. 4. There are many skateboarders in the northern area of the City. 5. Using new methods, it is possible to create skateboarding opportunities in an economical way. History of Skateparks in Carlsbad In 1996, the City conducted a skatepark study, which included a series of meetings and workshops to gather public input. The study was an analysis of several options for skatepark locations within the City. It concluded with a decision to build a skatepark at the Safety Center, which was subsequently developed. Alga Norte Community Park During the design process for Alga Node Community Park, the public requested there be a skatepark included in the Park Master Plan. A skatepark has been included in the Master Plan design and it is presumed will be approved and constructed. Construction of the entire park is scheduled to be complete in late 2007. For reference, the site for Alga Norte Community Park is located south of the Safety Center Skatepark (see exhibit A). Pine Avenue Park During the public input process for Pine Avenue Park, the suggestion was made by several individuals to include a skatepark in the design. Consequently, one was included in the Master Plan and was recommended by the park design consultants and City staff. The Master Plan, including the skatepark was later presented to and approved by the Parks and Recreation Commission. However, upon presentation of the Master Plan to the City Council, some opposition was voiced by the public, stating that the skatepark was too close to the Senior Center. The City Council then approved the Master Plan, but without the skatepark. If the Commission concurs, staff is recommending to further evaluate this issue and return with a report outlining alternative opportunities to address this issue.
