DATE: [ 6/20/05 STAFF: [ KETABIAN RECOMMENDED ACTION: 0 INFO TITLE: LAKE CALAVERA TRAILS MASTER PLAN w ACTION Consider staff report, if the Commission concurs, recommend approval of the proposed Lake Calavera Tfails Master Plan to the City Council. BACKGROUND/ ITEM EXPLANATION: The 266 acre Lake Calavera mitigation site is one of several City owned properties that will be part of the Habitat Management Plan (HMP) preserve system. The Parks and Recreation Element of the City’s General Plan has identified this area as a Special Resource Area in the Northeast Quadrant. The site also serves as a mitigation bank for City public works projects. The development of the Lake Calavera Trails Master Plan is identified in the current Capital Improvement Program (CIP) as a Citywide Project and as part of the Citywide Trails program (See Exhibit 1). In November of 2004, Park Development staff presented Concept Plans for the proposed trail system to the Parks and Recreation Commission. Since that time biological studies have been conducted and a Public Workshop for gathering citizen input was held at Calavera Hills Middle School (November 18,2004). The workshop was well attended and the public input has been taken into consideration by staff for the final Master Plan. PRO J ECT DE SCRl PTlON : The proposed Lake Calavera Trails Master Plan consists of a multi-use recreational public trail system contained within the City’s mitigation site in the Northeast quadrant of the City (See Exhibit 2- Proposed Trail System Map). A regional connection will be provided with the City of Oceanside via Oak Riparian Park. Other trail connections to the broader Carlsbad trail system include a connection to the trails within the California Fish and Game property to the south, and to the open space of the Calavera Hills Development to the south and west. The majority of trails to be improved are mainly non-paved hiking and bicycle trails (See Exhibit 3-Trail Types). A trailhead staging area is proposed off-site just adjacent to the CMWD main entrance drive located at Tamarack Ave. and within the Calavera Hills Open Space (See Exhibit 4). An Encroachment Agreement with the Calavera Hills Homeowners Association and SDG 23 E will be implemented to allow for the trail head staging area construction and proposed future public use. The proposed trail Master Plan includes the following: Staging Area > Parking lot- Gravel or Stabilized Decomposed Granite (10 Spaces) > Composting Restroom > Informational Kiosk and Signage AB # Page 2 Design (Construction Documents) Advertise and Award Construction- Staging Area > Bicycle Rack > Drinking Fountain > Low Level Lighting (bollards) > Litter Receptacles May 2005 - Sept. 2005 September 2005 - November 2005 November 2005 - February 2006 Trai I Improvements It should be noted that no new trails will be developed. Rather, use of existing trails, abandoned farm roads and utility access roads will be improved for public trail users. > Trail Surface Improvements - Minimal import materials and grading to support positive drainage, remove ruts to provide a stable walking surface > Vegetation Clearing and Pruning - invasive plants and only vegetation on existing trails > Native Plant Restoration - existing eroded or “criss-cross” trails > Trail Closures- Fencing off of existing unsafe, highly eroded or habitat sensitive trails The proposed project will utilize Citywide Trail volunteers to construct or improve already existing trails and to maintain them as well. FISCAL IMPACT: The approximate cost of project development is $497,000 and approximate annual maintenance and operations costs are estimated at $30,620.
