NAMING OF THE DOG PARK AMENITY
AT HIDDEN CANYON COMMMUNITY PARK ACTION
In September, the City Council received a request to name the Dog Park facility at Hidden
Canyon Community Park in memory of Ann D. L’Heureux. Upon further consideration of this
request, the City Council, in accordance with Council Policy #48 (Exhibit 2), directed that the
Parks and Recreation Commission first consider the request. The attached Exhibit 1 clearly
identifies that Ann L‘Heureux did in fact make a significant contribution(s) to the Carlsbad
community and was the relentless driving force behind the development of the City’s first Dog
Park at Hidden Canyon Community Park.
To the extent that Ann L’Heureux was a person that made a significant contribution to the City,
and that she was instrumental in creating the Dog Park, this request does meet the criteria
outlined in Council Policy #48. If the Commission concurs with this request, staff will prepare the
Agenda Bill and Resolution necessary for City Council action.

PURPOSE
To establish guidelines and procedures for the naming of parks, facilities and amenities within parks
and the renaming of par@
STATEMENT OF POLICY
The Parks and Recreation Commission shall be responsible for recommending the name of parks, facilities and amenities within parks and for considering the renaming of parks every 25 years. The
Commission will recommend and the City Council will determine the official name of parks,
facilities and amenities within parks.
PROCEDURE
At the appropriate time for naming a park or considering renaming a park, the Parks and
Recreatjon Commission will solicit public input. The proposed names shall be submitted in writing
to the Parks and Recreation Commission with justification to aid in considering the proposal. The
proposed name shall be placed on the Commission agenda, allowing appropriate time for review
by the Commission (and subcommittee, as necessary) and to publicize and receive input from the
public at the Commission meeting.
When considering proposals, the Commission shall emphasize the following criteria in making their
recommendation to the City Council:
a Geographic location
a Community significance
Historical significance
School name, when adjacent to a school
I Individual person who shall have made a significant contribution to the City
ne Commission’s recommendation will be forwarded to the City Council €or their determination
of the official name.

NAMING A PORTION OF HIDDEN CANYON PARK AS THE "ANN L'HEUREUX
MEMORIAL DOG PARK
As you will recall, the Council directed that this item be placed on its agenda at its
meeting of Tuesday, September 20, 2005 and then upon reviewing its Policy No. 48
instead directed the issue to first be considered by the Parks and Recreation
Commission.
Attached is a draft of the agenda bill, which had been prepared for Council's
consideration. It will need to be amended and I will wait until you put this matter on the
Parks and Recreation Commission agenda for its consideration and a recommendation
to the City Council.

Dear Commission Chairman Jim Comstock, Commissioner Denny Cooper,
Commissioner Jim Craig, Commissioner Nora George, Commissioner Marlahe Hubbard,
Commissioner Sally Lyons and Commissioner Leo Pacheco,
The following is a request to officially name the Dog Park on Carlsbad Village Drive the
“Ann L’Heureux Memorial Dog Park.” Ann was the sole reason the park came to be and
her tireless efforts brought it to fruition. Her dedication to and love for the City of
Carlsbad were significant and spanned many years.
Mayor Bud Lewis was quoted in Ann’s obituary saying, “It took AM seven or eight years
to get that dog park.. .Like anything else she tried to accomplish, Ann worked hard at it.
Whatever was best for Carlsbad, she was interested in.”
The dog park is well used and loved by both Carlsbad’s two legged and four legged
residents and naming the dog park after the woman who made it a reality is a fitting
tribute.
