DATE: | 4/17/06 STAFF: | Bradstreet TITLE: RECOMMENDED ACTION: PINE AVENUE PARK MASTER PLAN EXPANSION REPORT D INFO |x] ACTION Approve the Parks and Recreation Commission recommendation for the design concept of the Pine Avenue Park Madison Expansion and forward the recommendation to the City Council for their approval. BACKGROUND: During 2001 and 2002, 4 public workshops were held to gather input for the Pine Avenue Park Master Plan. In January 2003, the City Council approved the Master Plan and directed staff to proceed with processing entitlements (Exhibit 1). On December 17, 2003, the Planning Commission adopted a Negative Declaration and approved the project's Conditional Use Permit. Following CUP approval, construction drawings were prepared. In October 2004, the City Council approved plans and specifications and authorized bidding for construction. On February 2, 2005, the City Council awarded the construction contract. Construction began in April, 2005 and is anticipated to be complete in June, 2006. ITEM EXPLANATION: At the October 17, 2005 Parks and Recreation Commission meeting, an option was presented for the expansion of Pine Avenue Park into the Madison Street property. The option included the addition of a bronco-sized baseball field, a plaza area, and parking. After public comment, the Commission determined the issue needed further consideration before a decision could be made. The Commission appointed a subcommittee to work with staff in organizing a workshop where the public could provide additional input. On January 9, 2006, the Pine Avenue Park Expansion Workshop was held. Attendees were assigned a design exercise and given a questionnaire (Exhibit 2) with a list of amenities for their prioritization. Following the workshop, the questionnaires were synthesized into a summary of "Questionnaire Findings" (Exhibit 3). On March 21, 2006, the PRC subcommittee reviewed the workshop results and then directed staff to create a design concept for the expansion property showing passive park, open space, and an ornamental garden, with the appropriate parking (Exhibit 4). The design has been completed and the PRC subcommittee is now recommending it's approval by the PRC's. If the PRC approves the design concept, it will be presented to the City Council for their consideration. Following Council approval, the concept would be subject to the formal permit process prior to review by the Planning Commission. EXHIBITS: 1. Pine Avenue Park Master Plan. 2.
