SUMMARY REPORT OF THE APRIL 17, 2006 PARKS AND RECREATION COMMISSION MEETING
CONSENT CALENDAR - The following consent items were unanimously approved 6-0
(Craig Absent)
1. AB #406-1 SUMMARY REPORT - (ACTION) - The Commission unanimously accepted and approved
the Summary Report of the March 20, 2006 Parks and Recreation Commission meeting.
2. AB #406-2 RECEIPT OF DONATIONS - OPPORTUNITY GRANTS TRUST FUND - (ACTION) - The
Commission received a donation of $903 from the North San Diego County Association of Realtors for
our Opportunity Grants Scholarship Fund, and recommend acceptance by the City Council.
3. AB # 406-3 RECEIPT OF DONATIONS - T.R.U.S.T. - (ACTION)
The Commission received a donation of $1,000 from the Rotary Club of Encinitas for our Sportsmanship
/T.R.U.S.T Program, and recommend acceptance by the City Council.

4. AB # 406-4 2006 AWARD RECIPIENTS FROM THE CALIFORNIA PARKS & RECREATION
SOCIETY (GPRS) DISTRICT XII - (INFO)
The Commission acknowledged the recipients of the 2006 CPRS District XII awards.
5. AB # 406-5 PINE AVENUE PARK EXPANSION-SUBCOMMITTEE REPORT- (ACTION)
The Subcommittee presented a report on the results of the workshop held on January 9, 2006, and
made recommendations for the Pine Avenue Park Expansion. The Commission unanimously accepted
the recommendation by the subcommittee.
6. AB # 406-6 REVISIONS TO COUNCIL POLICY #28 - FACILITY USE REGULATIONS (ACTION)
The Commission unanimously endorsed several proposed amendments/additions to the Recreation
Departments, Facility Use Rules and Regulations. Significant additions include incorporating the
requirement for a Special Event Permit, guidelines for sound and alcohol restrictions, jump houses,
subletting of athletic fields, horses in parks, and an event contact person. All proposed revisions are
pending the City Attorney's review for City Council consideration.
7- AB# 406-7 CITIZEN REQUEST / USING PARKS AS PUBLIC PLACES - (ACTION)
After a citizen report regarding the use of parks as public places, the Commission unanimously (7-0)
recommended to direct staff to come back and present the Connecting Community, Place and Spirit
presentation, as well as return at a later date to further discuss this concept.
8. AB# 406-8 UPDATE ON LAKE CALAVERA TRAILS MASTER PLAN - (INFO)
The Commission-received an informational update on the Lake Calavera Master Plan.
