ITEM EXPLANATION:
The Civic Center Goal team was formed last fiscal year (04-05) as an off-shoot of the first
Connecting Community, Place and Spirit (CCPS) learning conference. As you may recall, the
original charge of the CCPS group began with the idea that the City needed an all purpose
government facility somewhere in the middle of the City. After the two day learning event, the
notion of where the civic center should be located, what services should included, and what the
ambiance should be, was surprisingly consistent. Council later followed with a workshop to
discuss these ideas, and out of several alternatives, they chose the name, "Grand Coastal
Plaza," and began to focus studies of the future Civic Center. This was an area generally located
from the beach, along the Cannon Corridor, and more specifically between Paseo del Norte and
Faraday.
The purpose of the Civic Center goal team was to take input from the community, noted experts
in the field of urban planning, as well as staff and use them to explore what possibilities might
exists for a vibrant Civic Center in Carlsbad within a "Grand Coastal Plaza."
The process began by identifying the following questions:
• What are the specific program elements that produce a vibrant center? These thoughts
were garnered from CCPS, subsequent focus groups, consultants, and staff.
• What do they feel like? To actually get the feeling of some of the better models within
Southern California, we took a 2 day field trip and visited both commercial and
governmental facilities - some had a vibrant mix of uses such as governmental,
commercial, eateries, and other compatible commercial.
• Finally, what might these vibrant civic centers look like if they were located in Carlsbad
within the study area. To do this, 3 alternative concept plans at 3 different sites and
incorporating various levels of development, were produced by staff that translate some
these ideas into a plan. (Note: none of these concepts have been approved by the City).
Staff will provide a slide show to illustrate the work down by the Civic Center Committee.
