RECOMMENDED ACTION :
The Commission will select one representative to serve on the Selection Committee for naming
the Carlsbad City Golf Course.
ITEM EXPLANATION :
In April 2000, The City of Carlsbad joined with the Board of the Carlsbad Municipal Water District
and formed the "Carlsbad Public Financing Authority" as a Joint Powers Authority. The purpose
of the Joint Powers Authority (JPA) was to assist the city with the financing, construction, and
management of the day to day operations of the golf course project. On December 9, 2003, the
City Council adopted Resolution No. 2003-324 which authorized staff to proceed forward with the
development of the golf course.
In keeping with member agency procedures for procurement of professional services, in October
of 2004, a committee was formed of city staff and one member of the Golf Course Steering
Committee to help select an operator for the golf course. Request for Qualifications (RFQ) were
sent out to find an experienced, qualified firm to operate, manage, and maintain the entire golf
course including the clubhouse and facilities therein. Approximately 60 requests were sent and
four proposals were received in response. After reviewing each of these, the committee
identified three (3) qualified operators to interview in more depth.
Individual meetings were then set up in which the committee was able to obtain a better
understanding of their golf course management and consulting experience, qualifications,
philosophy in customer service, financial and budget objectives, client references, as well as to
discuss what their management approach to this project would be. The committee continued to
do their due diligence by visiting and touring the golf courses that each of the proposer's manage
in an effort to experience first hand the quality of their course management, and to obtain a better
understanding and perspective from a customer perspective. The committee also spent a
substantial amount of time talking to other municipal and private operators in an effort to obtain
as much information as possible to help select the number one candidate.
After this extensive process, the committee selected Kemper Sports Management Inc. (KSM) as
the best qualified firm and proceeded with the negotiation of a management agreement. Key
factors in selecting KSM was their broad experience in managing municipal golf courses, the
quality of the courses they currently manage, their excellent customer service philosophy and
high standards of care for their courses. These qualities mirrored the expectations and
standards of the City of Carlsbad. KSM also received high recommendations from each of the
client references that were called. After lengthy negotiations, City staff and Kemper have drafted
mutually acceptable agreements for the operations of the course. The first agreement, the
Consulting and Grow-In Agreement, covers the period from execution of the contract until the day
the course is open to the public. The second agreement, the Management Agreement, states
that KSM will be responsible to manage and operate the 18-hole golf course, driving range,
clubhouse, and pro-shop for a 5-year term, after the opening of the course.

Under the terms of the Consulting and Grow-In Services Agreement, KSM will consult with the
Authority on all aspects of the development and pre-opening activities of the golf course. One of
the areas of responsibility is for KSM to develop an initial Business Plan, which would include the
naming of the course. Now that City Council has approved this agreement, staff has obtained
direction to assemble a City Selection Committee to evaluate the pool of suggested names
received from the public. The Selection Committee shall consist of the following individuals:
1. One representative from the Parks and Recreation Commission;
2. One representative from the Golf Course Steering Committee;
3. Assistant City Attorney;
4. Finance Director;
5. Recreation Director;
6. Communications Manager;
7. Park Development Manager;
8. Municipal Projects Manager;
9. One representative from course operator Kemper Sports Management.
Attached is a DRAFT Outline identifying the process and schedule for naming of the course
(Exhibit 1). Once the Selection Committee representatives have been identified, staff will then
coordinate a meeting to begin the process of selecting a name.

PROCESS AND SCHEDULE FOR NAMING
THE CARLSBAD CITY GOLF COURSE
Steol: GENERAL PUBLIC ANNOUNCEMENT
The Parks and Recreation Commission will make a general public announcement at their
May 15, 2006 Commission meeting requesting the solicitation of suggested names for the
Carlsbad City Golf Course. In addition, the City Council shall make a general public
announcement at a regularly scheduled Tuesday evening City Council meeting requesting
the solicitation of suggested names for the Carlsbad City Golf Course. The public may
submit up to five (5) suggested names on forms to be made available at the City's two (2)
public libraries, gymnasiums at Stagecoach and Calavera Hills parks, City Hall, and the
Faraday Center. The public may also submit suggested names on-line on the City's website
at www.carlsbadca.gov
The forms used will include an optional listing of name, mailing address, email address, etc.,
asking whether the person submitting the suggested names would like to be added to a City
data base to receive future information on the Golf Course Project, grand opening schedule,
announcements of special events and activities, and other information.
A press release will also be prepared describing the solicitation of suggested names for the
City Golf Course and distributed to the press the morning of the Tuesday evening City
Council meeting.
The City will receive suggested names from the public for a period of thirty (30) calendar
days. After this date has passed, a master list of names of those received from the public
will be assembled which shall become the pool of names to be reviewed by a City Selection
Committee discussed below.
Step 2: SELECTION COMMITTEE
A City Selection Committee shall be assembled to review the pool of suggested names
received from the public. The Selection Committee shall consist of the following individuals:
1. One representative from the Parks and Recreation Commission;
2. One representative from the Golf Course Steering Committee;
3. Assistant City Attorney;
4. Finance Director;
5. Recreation Director;
6. Communications Manager;
7. Park Development Manager;
8. Municipal Projects Manager;
9. One representative from course operator Kemper Sports Management.

The Selection Committee shall convene, review the large pool list of names received from the
public, and individually by member select a total of five (5) names each to continue in the
selection process.
These names shall be assembled and, utilizing a rating matrix, ranked by the Selection
Committee in six (6) categories including:
1. distinctive;
2. descriptive;
3. creative;
4. memorable;
5. easy to say;
6. merchandising.
The top five (5) names shall be identified in order of ranking. This list shall be expanded only
in the event the fifth ranked score is tied by two (2) or more single names.
Step 3: Input from Parks and Recreation Commission
The five (5) names (or more if a tie by score exists) identified by the Selection Committee
shall be forwarded to the Parks and Recreation Commission for their review and
commentary. The Parks and Recreation Commission shall discuss these names and arrive
at a consensus recommendation of a single name to be made to the Carlsbad City Council.
In the event a single name cannot be identified via consensus by the Commission, all five (5)
names shall be forwarded to the City Council. The Commission's comments and suggestions
shall be recorded in the regular meeting minutes and provided to the City Council for
background information.
Step 4: City Council Name Selection
The City Council, at a regular Tuesday evening meeting, shall review the input received from
the Parks and Recreation Commission regarding their evaluation of the five (5) names
identified by the Selection Committee. The City Council shall consider and take action on the
single name recommended by the Commission. The Carlsbad City Golf Course shall be
known from this point forward by the name ultimately approved by the City Council.
