RECOMMENDED ACTION :
Receive donation of two thousand, seven hundred and sixty seven ($2,767) dollars from the
Friends of Carrillo Ranch, Inc., for the purchase of a Public Access Defibrillator (PAD), and
recommend acceptance by the City Council.
ITEM EXPLANATION :
The Friends of Carrillo Ranch, Inc. has generously offered to donate $2,767 to be applied
towards the purchase of one Phillips Heartstart FR2 PAD machine for Leo Carrillo Ranch Historic
Park, provided the City agrees to match the donation in kind with an additional PAD unit to be
installed at a second location on the park grounds.
The Friends of Carrillo Ranch, Inc. recently initiated a discussion with staff regarding the fact that
there were no PADs installed for use at the Ranch should there be a cardiac emergency, noting
that the nearest fire station in Carlsbad was located almost four miles away. The Friends felt
strongly that a minimum of two defibrillators would be required due to the size and layout of the
park, hilly terrain, advanced age of the majority of visitors, and the ever increasing number of
people in attendance at both public and private events that may be held simultaneously at
various locations throughout.
The four step American Heart Association Chain of Survival for sudden cardiac arrest is: 1) Early
911 access, 2) Early Defibrillation, 3) Early CPR, and 4) Early Advanced Life Support. By
accepting this donation from the Friends of Carrillo Ranch, Inc., and appropriating the funds
necessary for the purchase of an additional PAD unit, trained staff, volunteers, and good
Samaritans will have an additional tool to perhaps save a life in the event of a cardiac emergency
requiring electrical defibrillation.
FISCAL IMPACT:
The donation in the amount of $2,767 will be deposited into the Recreation Trust account #149-
4503-5651 upon final acceptance of donation by the City Council. The matching funds to
purchase the PAD will be paid for by the Recreation Department's general fund budget
allocation.

By accepting this donation, the City of Carlsbad agrees to indemnify and hold harmless
the Friends of Carrillo Ranch, Inc. for their donation of S2.395 to be used for the
procurement of 1 Public Access Defibrillator (PAD) for use at Leo CamKo Ranch
Historic Park. The City agrees to indemnify and hold harmless the Friends of Carrillo
Ranch, Inc. and its Directors as individuals arising from any third party challenge or
litigation as a result of this gift

museum records, publications and other descriptions.
