ITEM EXPLANATION: Attached is the Summary Report of the April 16, 2007 meeting of the Parks and Recreation Commission. EXHIBITS: 1. Summary Report - April 16, 2007 Parks and Recreation Commission meeting April 23, 2007 EXHIBIT 1 TO: MAYOR LEWIS MAYOR PRO TEM KULCHIN CITY COUNCIL MEMBERS HALL, PACKARD, NYGAARO FROM: MANAGEMENT ANALYST SUMMARY REPORT OF THE APRIL 16, 2007 PARKS AND RECREATION COMMISSION MEETING CONSENT CALENDAR - The following consent items were unanimously approved 5-0 (Comstock and Pacheco absent) 1. AB n 0407-1 SUMMARY REPORT - f ACTION) - The Commission accepted and approved the Summary Report of the March 19, 2007 Parks and Recreation Commission meeting. 2. AB # 0407-2 RECEIPT OF DONATION FROM THE ROTARY CLUB OF ENCINITAS - (ACTION) - The Commission received a $1 ,000 cash donation from the Rotary Club of Encinitas in support of the Sportsmanship/T.R.U.S.T. program and recommended acceptance by the City Council. 3. AB # 0407-3 RECEIPT OF DONATIONS FOR 2007 BATTLE OF THE BANDS-TEEN SCENE - (ACTION) - The Commission received donations of products in support of the 2007 Battle of the Bands-Teen Scene special event and recommended acceptance by the City Council. 4. AB #04074 RECEIPT OF DONATION FOR THE 2006 HOLIDAY AT THE RANCHO EVENT- (ACTION! - The Commission received a donation of product in support of the December 2006 Holiday at the Rancho event and recommended acceptance by the City Manager. DEPARTMENTAL REPORTS 5. AB n 0407-5 TREE PLANTING AND MAINTENANCE UPDATE- (INFO) - The Commission received an update report on the planting and maintenance practices of municipal trees throughout the City of Carlsbad. 6. AB # 0407-6 TOBACCO CONTROL- f ACTION) - The Commission received a report on tobacco control options and voted unanimously (5-0/Comstock and Pacheco absent) to recommend that the City Council consider adopting a complete ban on smoking in all City Parks and City Trails and to include beaches if possible.
