ACTION
RECOMMENDED ACTION:
Receive a report from staff on the appointment of a Parks and Recreation Commissioner to the
"Proposition D Citizen's Liaison Committee" and a brief description of the proposed upcoming
process.
ITEM EXPLANATION:
Please refer to attached City Council Agenda Bill, including the Resolution, for explanation
(Exhibit 2). Staff will make a short presentation on the pending process and will be available for
questions.

RECOMMENDED ACTION:
Adopt Resolution No. 2007-201 appointing one Citizen At-Large from the Northeast Quadrant
to the Proposition D Citizens Liaison Committee.
ITEM EXPLANATION:
At the Regular City Council Meeting of July 10, 2007, Council concurred to appoint four Citizens
At-Large to the seven member Proposition D Citizens Liaison Committee. Council appointed
the following three members to the Committee at the Council Meeting of July 17, 2007:
• Daniel Livingston - Southwest Quadrant
• Farrah Douglas - Southeast Quadrant
• Dianne Lantz - Northwest Quadrant
This agenda bill allows for the appointment of a fourth member from the Northeast Quadrant.
The remaining three members of the Committee will be appointed from the Planning
Commission, Parks and Recreation Commission and Arts Commission.

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPOINTING ONE CITIZEN-
3 AT-LARGE FROM THE NORTHEAST QUADRANT TO THE
4 PROPOSITION D CITIZEN'S LIAISON COMMITTEE
WHEREAS, on November 7, 2007, Carlsbad voters approved Proposition D,
entitled the "Preserve the Flower and Strawberry Fields and Save the Carlsbad
Taxpayers Money" proposition; and,
WHEREAS, Proposition D includes a provision for the City to initiate a
9 comprehensive planning process with broad public participation and input to fully
implement the proposition and to determine what open space uses should ultimately be
permitted on the privately-owned lands affected by Proposition D; and,
12 WHEREAS, the City is now ready to begin the community planning process and
fully implement the provisions of Proposition D; and,
14 WHEREAS, the City Council is desirous of appointing a Proposition D Citizens
Liaison Committee to assist in organizing, coordinating and providing citizen oversight
of the community planning process; and,
17 WHEREAS, The Citizens Liaison Committee shall be an Ad-Hoc Committee and
18 shall perform the tasks as follows: 1) Provide citizen oversight of the entire process; 2)
19 Identify appropriate stakeholders to incorporate into the process; 3) Ensure maximum
20 community participation in the process; 4) Review all background information (Prop D,
CCPS vision and guiding principles, etc.); 5) Coordinate with the City of Carlsbad staff
22 to organize all events (public workshops, focus groups, charrette); 6) Review public
23 comments/input; and 7) Review Partners materials and reports. The Committee shall be
24 disbanded upon the completion of the Proposition D implementation process; and,
25 WHEREAS, the Proposition D Citizens Liaison Committee shall consist of seven
26
members, four Citizens-At-Large appointed by the City Council, one each appointed by
27

1 the Planning Commission, Parks and Recreation Commission and Arts Commission;
2 and,

WHEREAS, the City Council appointed the following three members to the4
Proposition D Citizens Liaison Committee at the Regular City Council Meeting of July
17, 2007:6
