RECOMMENDED ACTION:
Accept donation and recommend acceptance by the City Manager for the Picnic Shelter at Leo
Carrillo Ranch Historic Park.
ITEM EXPLANATION:
In September 2006, Kyle Campbell, from Boy Scout Troop 776, approached staff and inquired
about designing and constructing a picnic shelter at Leo Carrillo Ranch Historic Park as his
project for obtaining the rank of Eagle Scout. Kyle was interested in designing and building
something using his own two hands and the assistance of his family, friends, and members of his
Troop.
The project that Kyle embarked upon was a massive undertaking. He started with fundraising
while working through the many phases of project design, review and approval. Kyle worked
closely with City staff and his project advisors, Brent Toolson and Ed Walter to order the
necessary lumber and building supplies.
Countless hours were spent on planning and coordinating the project, including several days in
the field actually constructing the shelter. Construction began on the project in March 2007—all
of the lumber was first stained and waterproofed, footings were dug and post anchors set, upright
posts, cross beams, and the lattice cover were completed on the last weekend of work.
In the course of my career I have had the opportunity to work with and directly supervise many
Eagle Scout projects. From my initial meeting with Kyle I was impressed by his sincere interest
in designing and completing an Eagle Scout Project that would ultimately be of tremendous
benefit to the community, as well as create a lasting tribute to his hard work and efforts. The
development and construction of the picnic shelter at Carrillo Ranch Historic Park has already
made a tremendous positive impact on the surrounding community and other park visitors as
well. Elementary school children visiting the Park now have a shady place to sit, eat and recreate
after their field trips.
The City of Carlsbad Recreation Department wishes to acknowledge the outstanding efforts and
dedication of Eagle Scout Candidate Kyle Campbell, his family, friends, and volunteers from Boy
Scout Troop 776. Without all of their hard work and Kyle's leadership, this project would not
have been possible.
