SUMMARY REPORT OF THE NOVEMBER 19, 2007 PARKS AND RECREATION COMMISSION MEETING
CONSENT CALENDAR - The following consent items were unanimously approved 7-0:
1. AB # 1107-1 SUMMARY REPORT - fACTION) - The Commission accepted and approved the Summary Report of the
October 15, 2007 Parks and Recreation Commission meeting.
2. AB # 1107-2 RECEIPT OF DONATIONS- PUMPKIN PLUNGE 2007- (ACTION) - The Commission accepted donations
of cash and products in support of the Recreation Department's Pumpkin Plunge 2007 event, and recommended
acceptance by the City Manager.
3. AB # 1107-3 RECEIPT OF DONATION - OPPORTUNITY GRANTS PROGRAM- fACTION\ - The Commission
accepted a cash donation in support of the Recreation Department's Opportunity Grants program, and recommended
acceptance by the City Council.
4. AB # 1107-4 RECEIPT OF DONATION FROM THE FRIENDS OF CARRILLO RANCH. INC. - (ACTION) - The
Commission accepted donations of materials, supplies, and service hours from the Friends of Carrillo Ranch, Inc., and
recommended acceptance by the City Council.
5. AB # 1107-5 RECEIPT OF DONATION - DAWN REDWOOD INTERPRETIVE TRAIL AT LEO CARRILLO RANCH -
fACTIOM - The Commission accepted the donation of the Dawn Redwood Interpretive Trail at Leo Carrillo Ranch, and
recommended acceptance by the City Manager.
6. AB # 1 1 07-6 RECEIPT OF DONATION - LEO CARRILLO RANCH PICNIC SHELTER - (ACTION) The Commission
accepted the donation of a Picnic Shelter at Leo Carrillo Ranch Historic Park, and recommended acceptance by the City
Manager.
DEPARTMENTAL REPORTS
7. AB # 1107-7 UPDATE ON ALGA NORTE PARK - fINFO) - The Commission received an update report from staff
regarding the construction bid process for the Alga Norte Park project.
(ACTION} ) - The Commission voted unanimously (7-0) to accept Phase I of the Carlsbad Heritage Tree Report and
recommended that it be forwarded to the City Council, along with staffs recommendations for City-owned Heritage Trees,
for adoption and incorporation into the Carlsbad Forest Management Plan.
9. AB * 1107-9 PROPOSED REVISIONS TO COUNCIL POLICY 28 {FACILITY USE REGULATIONS) - f ACTION) } - The
Commission voted (5-2/George and Hubbard voting No) to accept the proposed revisions to Council Policy #28, Facility
Use Regulations, and to recommend acceptance by the City Council. It was clarified that the "No" votes were specifically
due to the disallowance of alcohol at celebrations for minors.
10. AB # 1107-10 UPDATE ON CITIZEN CONCERNS REGARDING HIDDEN CANYON PARK - f ACTION} - The
Commission voted unanimously (7-0) to accept the staff update report regarding citizen concerns at Hidden Canyon Park
and, to approve staffs recommendation on the matter.
