OPPORTUNITY GRANTS PROGRAM h(l ACTION
RECOMMENDED ACTION :
Receive donation and recommend acceptance by the City Council.
ITEM EXPLANATION :
On April 9, 2008, Mr. Mitch Mason made an employee grant donation in the amount of $500
from FIJI Water on behalf of Roll Giving, a division of Roll International Corporation. This
donation is given to the Recreation Department with the intent of helping us to do "the important
work we do" to enrich the lives or our citizens.
The Opportunity Grants program was designed to contribute to the future growth, well being, and
development of Carlsbad's youth through participation in Recreation Department programs.
There are many benefits to both the youth and the community when the youth from deserving
Carlsbad families are exposed to opportunities to develop positive self-esteem and social
responsibility. These basic skills and activities help to decrease the occurrence of juvenile
crimes and promote overall physical fitness and health. The Opportunity Grants program is one
of many ways the Recreation Department creates a strong and safe sense of community.
The generous donation on behalf of Mitch Mason will help us to continue this mission to provide
financial assistance to children from low income families who could not otherwise afford to
participate in recreation programming.
A thank you letter was sent to Roll Giving on behalf of the Recreation Department.
FISCAL IMPACT:
The donation in the amount of $500 was deposited into the Recreation Department's Opportunity
Grants Special Revenue account #1404515-5650 to be used for purposes related to the
development and enrichment of our youth in Carlsbad.

FIJI Water, POM Wonderful, Paramount Farms, Teleflora, AgriSense, Consep de Mexico, and Suterra, we are

Roll Giving Employee Grants uses company money to support non-profit organizations chosen by eligible
company employees. This Employee Grant of $ 500.00 is being made to your organization at the request of
Mitch Mason, an employee of FIJI Water.
Please note that Roll Giving also offers a Matching Gifts program - when an eligible employee makes a
donation to an approved charity, Roll will match each dollar or pound contributed. Since some of your donors
may be employees of one of our companies, you may wish to publicize this program.

The acknowledgement needs to include the following information:
1. The amount of the contribution.
2. The date of receipt of the contribution.
3. Representation by your organization that the donation will be used in compliance with the
purpose or function which is the basis for your charitable organization's tax exemption, and that
no goods or services were received in return for the contribution.
4. If Roll Giving received goods or services in return for the contribution, the acknowledgement
must also include a good faith estimate of the value of such goods and services.

TO WHOM IT MAY CONCERN:
The City of Carlsbad Recreation Department received a check in the amount of $500 on April 3,
2008. This donation will be used in compliance with the purpose of our charitable organization's
tax exemption status, and no goods or services were received in return for the contribution. On
behalf of the Recreation Department and the many participants who will benefit from this
donation, thank you.
The City of Carlsbad is an incorporated municipality, a political subdivision of the State of
California. As a municipal government, the City of Carlsbad is exempt from taxation. No annual
income tax filing and no federal income tax withholding are required.
The Internal Revenue Service considers the City of Carlsbad to be a qualified charitable
organization under IRS Code Section 170(cXl). This section defines a qualified charitable
organization as a "state, a possession of the United States, or any political subdivision of any of the
foregoing, or the United States or the District of Columbia, but only if the contribution or gift is
made for exclusively public purposes." Contributions made to the City of Carlsbad would be used
exclusively for public purposes, are a qualified charitable donation, and can be deducted as such.
Our taxpayer identification number is 95-6004793.
Charitable contributions or donations to Carlsbad are treated in one of two ways. If the giver
specifies that the donation is for a particular purpose or program, the funds are placed into a
particular department budget or in a special revenue fund. Expenditures are made only for a
specified program or purpose and typically only one department in the City is responsible for
requesting disbursements. Examples are the Carrillo Ranch contributions, Parks and Recreation
donations, library gifts and bequests, Sister City program, and Cultural Arts Foundation donations.
Other donations for a specific program, such as the Triathlon, National Night Out for Crime, or
DARE donations, will be appropriated into the responsible department's annual operating budget.
The second type of donation is made to the City with no particular program specified. These
donations would go into the General fund and become co-mingled with other revenue. Unless
specifically appropriated by Council, funds would remain with the City to be used for any general
purpose.
