RECOMMENDED ACTION:
Receive a presentation from the Parks and Recreation staff.
ITEM EXPLANATION:
Deputy City Manager Jim Elliott, will report on recently completed and upcoming Parks and
Recreation activities, donations and grants, as well as other topics of local interest.

1. Drought Response/Water Conservation as Related to Irrigating City Properties
On July 1,2009, Drought Response Level 2 of City Ordinance No. 44 (Drought Response Plan and
Water Conservation Program) became effective. The irrigation restrictions imposed by
Response Level 2 are definitely affecting the appearance of city properties. The city's parks,
medians planters, downtown streetscapes, and facility landscapes that do not use recycled
water, or are not irrigated by a central command/weather based controller, or are not on a
drip/micro/stream rotor system, are looking much dryer than normal, and the grass in particular
has yellowed significantly in the heat of the summer.
Where the infrastructure is in place, the Parks and Recreation staff has been retrofitting the
irrigation systems of parks, medians planters, and facility landscapes, from a potable water
source to a recycled water source. This infrastructure, however, is not currently available to the
majority of city properties. In the cases where the infrastructure is not available, staff is utilizing
its reduced resources to selectively upgrade irrigation systems to central command or weather
based controllers. Staff will also soon be requesting that city's Leadership Team consider
supporting amendments to Ordinance No. 44 that would allow for greater flexibility in the
management of irrigation on specified city properties.
2. Update on the Relocation of the Historic Rotary Gazebo to Magee Park
At the May 18, 2009 Parks and Recreation Commission Meeting, staff presented an update on
the relocation of the historic Rotary Gazebo (a.k.a. Twin Inns Gazebo) to Magee Park. Since that
date, the Hi- Noon Rotary Club members have been continuing with the fundraising efforts and
finalization of the construction plans. Once the Rotary Club submits a fundraising check and the
final plans to the city, staff intends to present a report on the project to the City Council,
requesting acceptance of the donation and approval to proceed with the relocation.
3. Alga IMorte Community Park
Outside consultants are finishing the construction documents to enable the city to go out to bid
for rough grading of the park. It is anticipated that the City Council will authorize going out to
bid in October or November. Grading should begin in the spring and be completed by next
summer.
Staff is preparing a Request for Preliminary Proposals for the operations of Alga Norte
Community Park upon its completion. There are several options for potential management
operators to consider:
• Operate/manage the entire park, including the aquatic complex, as currently designed.
• Operate/manage only the aquatic complex as currently designed.
• Another type of management proposal which might include redesign of the aquatic
center.
It is anticipated that this "Request" will be sent out during September with responses due at the
end of October. Once responses are collected and evaluated, the City Council will be provided
the information on the various management/operations proposals and provide direction as to
which avenue to pursue.
4. Heritage Hall and Harding Auditorium Renovations
Heritage Hall received new linoleum, ceiling light fans, and blinds for an updated look. The back
wall of the storage room was reinforced in order to reduce the damage to interior walls and
ceiling had some minor repairs. The interior was painted to tie all the new additions together
and the exterior was repainted as well.
Harding Auditorium received new sound proofing carpet on upper wall, wood-grained wainscot
on the bottom portion of walls, new blowers to circulate air better, new bathroom partitions,
plus a new surround sound PA system. It also received a new coat of paint and the floor wax
was stripped so that only one type of wax is being used. A portable floor was purchased for the
tap instructional classes to ensure safety and reduce maintenance on the tile floor.
5. Leo Carrillo Ranch Barn / Theater
On 8/11/09, the City Council authorized proceeding with Phase II of the Carrillo Barn/Theater
Project with a budget of $500,000. This would complete the project and provide a small theater,
visitor's center, office space, and storage. The project is anticipated to be complete in fall of 2010.
6. Poinsettia Park Parking Lots
Within the next couple weeks, the contractor will begin work on adding two new parking lots at
the park. They are located on both sides of the entry to the park and will add approximately 100
new parking stalls total. These will serve the recently completed tennis complex as well as the ball
fields during heavy use periods.
7. Donations
2009 Health and Wellness Weekend - Triathlon & Expo: $10,750 in cash; $12,220 in in-kind
product and services.
Family Movie Night: $250 in cash
Snore n S'mores: $120 in cash; $2,250 in in-kind product and services.
Leo Carrillo Ranch - General donations received during the period of December 28, 2008
through June 28,2009 totally $5,322 in cash with no single donation in excess of $500.
Leo Carrillo Ranch - Movie and Dinner Night - Received in-kind donations totally $3,481.
Adopt-A-Trail - Received $1,500 in cash.
8. Events Completed Last Month
August 28 - Dinner and a Movie @ Leo Carrillo Ranch - "Viva Villa" with 150 guests participating.
September 4 - Film Festival @ Leo Carrillo Ranch - "Hotel Haywire" approx. 200 in attendance.
September 11 - Film Festival @ Leo Carrillo Ranch - "Barnacle Bill" approx. 200 in attendance.
September 12 - Trail School - Native Plants Seminar @ Agua Hedionda Lagoon with 20 people
participating on a hike and classroom instruction.
