DATE: [11/16/09 STAFF: | SPICKARD DEPARTMENT REPORT |_J INFO fxl ACTION RECOMMENDED ACTION: Receive a presentation from the Parks and Recreation staff. ITEM EXPLANATION: Sue Spickard, Recreation Services Manager, will report on recently completed and upcoming Parks and Recreation activities, donations and grants, as well as other topics of local interest. EXHIBITS: 1. Department Report ^ CITY OF PARKS & RECREATION CARLSBAD DEPARTMENT REPORT Parks & Recreation November 16, 2009 1. Alga Norte - The Alga Norte Park is currently out to bid for the rough grading. The bids will be submitted to the City in December. In January 2010 it is anticipated that staff will provide a recommendation to Council for awarding the grading construction contract. 2. Poinsettia Park Tennis Complex Update - Contract development for the operations of the Poinsettia Tennis Complex and the ultimate completion of the Tennis Complex is taking longer than previously anticipated. Negotiations should be in full beginning in December with hopes of being before the Commission in January 2010 and the City Council shortly after that. 3. Poinsettia Park Parking Lot - Construction begins! The work on two new parking lots (either side of the park entrance) has begun. The lots are called out in the Poinsettia Park master plan (approved in 1992) and will be another piece of the puzzle putting together the final park plan. These lots are primarily intended to help with overflow from the ballfield parking lots during peak times. People were parking in the drive lane to the south and it was becoming a possible impediment to emergency services and a general safety issue. Additionally, they will be used by the tennis patrons at our newly expanded tennis facility. Construction is expected to be completed towards the end of the year or early next year. 4. Leo Carrillo Ranch Project Updates - Eagle Scout Blake Campbell recently completed the construction of an informational kiosk located in the parking lot at Leo Carrillo Ranch. This new structure will serve as a meeting point for visitors to the Ranch, as well as a location to get historical information related to the park. The final step in this project will be staff installation of the information panels. Mira Costa College recently sent out 8 volunteers to assist with the staining of lumber to be used on the picnic shelter (to provide more shade). While they didn't complete the entire job, they put a good amount of work in to help staff preparing for the installation. This project was established due to a donation made by a park volunteer to provide more shade to the existing structure. Mark Sauer Construction (MSC) is wrapping up repairs on all roofs of the historic structures at Leo Carrillo Ranch. MSC, who has been involved in numerous restoration projects at the park, is currently repairing all of the roofing around and adjacent to the chimneys. During the rainy season, the Hacienda and Visitor center typically suffer from numerous leaks. 5. Donations - Youth Sports and Opportunity Grants - Received $1,000 donation from Imperial Capital Bank with donation distributed as $500 for the Youth Sports and $500 for the Opportunity Grants program. Pumpkin Plunge Donations - Pumpkin Patch where every child left with their very own pumpkin thanks to the donation of over 300 pumpkins valued at $1,600 from Henry's Farmers Market. Also received an in-kind donation of candy valued at $294 by Florence Ledesma for the trick-n- treating stations. 6. Events Completed Last Month - ] Red Ribbon Week Activities - Valley Middle School Students and the PTA celebrated Red Ribbon | Week (10-26 thru 10-30). This is the 8th year that the Parks and Recreation staff from the Youth I Sport's Division assisted with the celebration by providing games and conducting a Teaching j Respect Unity and Sportsmanship through Teamwork (TRUST) trivia activity for more than 200 j students. | 1In addition, there was a football passing contest, soccer goal placement game, and special trivia 1 questions geared towards reinforcing the guiding principles of the Department's TRUST sportsmanship program. Special TRUST water bottles, wrist bands, and pencils were given out as J awards. \ 7. Upcoming Events - 12/4/09 - Parks & Recreation Commission Holiday Social @ LCR- 6 p.m. - 9 p.m. 12/5/09 - Holiday at the Rancho @ Leo Carrillo Ranch Historic Park 5 p.m. - 8 p.m. 12/7/09 - Sr. Center celebrates 20years of service to the community. 7T A Community-wide event to support children and families who are suffering from life-threatening illnesses.
