ITEM EXPLANATION: Attached is the Summary Report of the November 16, 2009 meeting of the Parks and Recreation Commission. EXHIBITS: 1. Summary Report - November 16, 2009 Parks and Recreation Commission meeting November 19, 2009 TO: MAYOR LEWIS MAYOR PRO TEM KULCHIN CITY COUNCIL MEMBERS HALL, PACKARD, BLACKBURN FROM: MANAGEMENT ANALYST SUMMARY REPORT OF THE NOVEMBER 16, 2009 PARKS AND RECREATION COMMISSION MEETING ROLL CALL Present: Chairperson Lyons, Commissioners Comstock, Craig, Martyns, Proulx and Farley Absent: Commissioner Cooper. The following action items were unanimously approved 6-0-1. Commissioners Proulx and Martyns arrived late but they were present during the voting of all action items. The Summary Report and Department Report were accepted and approved at the end of the meeting. CONSENT CALENDAR 1. AB # 1109-1 SUMMARY REPORT - (ACTION) The Commission accepted and approved the Summary Report of the October 19, 2009 Parks and Recreation Commission Meeting. DEPARTMENTAL REPORTS 2. AB # 1109-2 DEPARTMENT REPORT • (ACTION) The Commission received and accepted a report from the Recreation Services Manager Sue Spickard, on recent donations, events and project work completed throughout the department and approved all donations. The report included updates for: Alga Norte Park, Poinsettia Park Tennis Complex, Poinsettia Park parking lot, Leo Carrillo Ranch project updates, donations, and events. Commissioner Proulx arrived at 5:42 p.m. Commissioner Martyns arrived at 6:00 p.m. 3. AB # 1109-3 NAMING RIGHTS POLICY- (ACTION) The Commission received and accepted the proposed revisions to the naming rights policy. The additional language as presented by the Recreation Services Manager Mick Calarco clarified what merits a significant contribution to the City. 4. AB # 1109-4 DRAFT FEES AND CHARGES POLICY UPDATE- (INFO) The Commission received a staff report from Recreation Services Manager Mick Calarco explaining how a fees and charges policy would work in alignment with the adopted Pyramid Methodology. The Commission made several suggestions that will be incorporated into the final version. 5. AB # 1109-5 PARKS AND RECREATION COMMISSION MEETING SCHEDULE - (ACTION) The Commission received a staff report from Recreation Services Manager Sue Spickard explaining that the commission meetings scheduled for January and February 2010 land on City holidays.
