PARKS & RECREATION COMMISSION - AGENDA BILL AB# 0710-2 MTG. DATE: 07/19/2010 STAFF: SPICKARD DEPARTMENT REPORT INFO ACTION RECOMMENDED ACTION: Receive a presentation from the Parks .and Recreation staff. ITEM EXPLANATION: Sue Spickard, Recreation Services Manager, will report on recently completed and upcoming Parks and Recreation activities, donations and grants, as well as other topics of local interest. EXHIBITS: 1. Department Report 10 CITY OF PARKS & RECREATION CARLSBAD DEPARTMENT REPORT Parks & Recreation July 19, 2010 1. July is Parks & Recreation Month - At its June 29th meeting, the City Council proclaimed "July is Parks and Recreation Month" in Carlsbad. Accepting the proclamation with director John Coates were representatives from various parks and recreation programs: preschool participant Bonnie diBacco and her three children Skylar, Roman and Milan; LITE participant and Summer Camp leader Christina Lorenzo; Adult Sports team manager Pastor Robert McDonald from Redeemer by the Sea Lutheran Church; Leo Carrillo Ranch docent Gerry Matter; and Coastal Rail Trail captain Beth Dickenson. A special activities calendar for "July is Parks and Recreation Month" was created and is available online and at all community centers. 2. Leo Carrillo Barn Restoration Update - On May 25th the City Council approved going to bid for the restoration of the rustic barn at Leo Carrillo Ranch. The Leo Carrillo Ranch Master Plan calls for retrofitting the original barn into a theater to showcase Leo Carrillo's life, other period and interpretive films, as well as a venue for lectures. The restoration will modernize the barn with heating, air conditioning and restrooms, with seating for 48 guests. Staff hosted the LCR Barn Restoration pre-bid project meeting on June 29th. Several contractors were present to learn more about the restoration project, ask questions, and photograph and tour the site. The cutoff date to submit project related questions was July 6th. The project is scheduled to be completed by spring 2011. 3. Monroe Street Pool parking update - Staff will introduce an ordinance at the July 27th City Council meeting. This ordinance will assist staff in providing available parking for pool patrons. The new process will include patrons checking in and recording minimal vehicle information so that staff can ensure the parking lot is used solely by pool patrons from 5 a.m. to 11 p.m. 4. Magee Park and Leo Carrillo Ranch Historic Park recognized - The San Diego Union Tribune recently recognized (July 3, 2010) Magee Park and Leo Carrillo Historic Park as two of the "Six special parks ripe for a picnic". Article is attached for viewing. 5. Recreation Program Highlights - Carlsbad's Parks & Recreation Traditional Camps are in full swing. The participants have been doing crafts, sports, teambuilding, and enjoying new friendships. Highlights of the summer have been the fantastic field trips to places like the pool, attending a Padre game, and going to the movies. Preschool summer classes are running at Kruger House this summer. This year our teaching has been around the themes of Jungle Life and the Solar System. The group just celebrated patriotic week that included making hats and a parade. The summer will end with a luau. The Senior Center Congregate Lunch Program celebrated the 4th of July with a Star Spangled Barbecue. Over 120 seniors participated enjoying cheeseburgers, hot dogs that were barbecued on site. The meal also included potato salad, baked beans and fruit. The seniors were treated to melodious and patriotic tunes of the duo Matt and Jasmine. The Senior Commission received a letter of appreciation (enclosed) from Senior Center participant, Al Jandro. The Senior Commission has asked that the letter be shared with the Park & Recreation Commission. See attachment. 6. Donation(s) - May 2010 - Donation of Materials & In-kind Services - Moses Wosk from Scout Troop 773 completed an informational kiosk for the Rancho Carrillo Trails in May. He donated approximately $415 in materials to construct and install the new wooden structure and gave approximately 100 hours of volunteer service to complete the project. May 2010 - Donation of Material & In-kind Services - Alex Stepka from Scout Troop 777 completed an informational kiosk in May for the trailhead at The Forum Business Park/Carlsbad Oaks North Business Park Open Space trails located at the trailhead at Melrose Ave and Palomar Airport Rd. Alex donated $450 in materials and 150 hours of volunteer service to complete the project. June 2010 - Donation of Material & In-kind Services - Jace Mullen from Troop 784 completed an informational kiosk in June for the Carlsbad Business Park North Open Space. This kiosk serves the west trailhead and parking lot that is located at El Fuerte St. and Faraday Ave. Jace donated approximately $1,200 in materials and approximately 100 hours of volunteer service. June 2010 - Donation to Opportunity Grants - The Opportunity Grant program received a $50 donation from Mr. John Coates on behalf of the Coates' family. The Opportunity Grants program to be highlighted by staff as an agenda bill. July 2010 - Receipt of Donations in support of Health & Wellness Weekend - The Carlsbad's Health and Wellness weekend was a huge success and included some 2,000 attendees visiting the Health & Fitness Expo at Westfield Plaza Camino Real on Saturday, July 10 and an additional 4,000 spectators and participants attending the 29th annual Carlsbad Triathlon on Sunday. The weekend was made possible with the assistance of 25 staff, 208 volunteers, and 11 sponsors. Through the generous donations of the eleven sponsors, staff received $6,500 in cash donations and $13,500 as in-kind support. 7. Events Completed - 7/10/10 & 7/11/10 - Health and Wellness Weekend - Event to be highlighted by staff as an agenda bill. 7/10/10 - Trail Work Event - On Saturday morning, July 10th approximately 15 volunteers participated in the Hosp Grove Clean Up from 8:30 am until noon including Carlsbad Boy Scout Troop 740 who assisted in sprucing up an informational kiosk that was installed by an Eagle Scout 5 years ago. In addition volunteers assisted in a trail re-route on the west side of the grove and installation of a new trail marker to direct trail users as well as some much needed trash pickup along all of the trails. A total of 47 hours were provided in volunteer service for the clean-up. Special thanks to the Parks maintenance trail crew who provided great support at the event. 8. Upcoming Events - 8/7/10 - Family Movie Night in the Park - @ Stagecoach Community Park from 6:00 p.m. -10:00 p.m. Movie "Cloudy with a chance of Meat Balls" begins at 8:00 p.m. Bring your low-back chairs and blankets to share a fun night out with the family. Put away the laptop. Forget office woes. There's always tomorrow for cleaning house and paying bills. Pack a picnic basket, gather family and friends and spend an afternoon in one of North County's many scenic coastal spots to slow down, kick back and relax. LEO CARRILLO RANCH HISTORIC PARK 6200 Flying Leo Carrillo Lane, Carlsbad (760) 476-1042 or carlsbadca.gov Wandering peacocks, a landscape dotted with agave and birds of paradise, windmills and a sprawling hacienda make up the scenery in this 27-acre historic park, once a working ranch owned by the late film, stage and television actor Leo Carrillo. There are some picnic areas. Bring your own gas barbecue. There are free guided tours of the adobe on weekends. "To me, Magee Park epitomizes the essence of Carlsbad," says Craddock Stropes, community coordinator for the city's parks and recreation department. There is a large expanse of grass, a beautiful rose garden, picnic tables and a barbecue grill. The galleries, restaurants and shops of downtown Carlsbad are within walking distance. BRENGLE TERRACE PARK 1200 Vale Terrace Drive, Vista (760) 726-1340, ext. 1575, or cityofvista.com Home to the Moonlight Amphitheater and Alta Vista Gardens, Brengle Terrace Park has plenty of recreational amenities spread throughout its 81 acres. There are 14 picnic areas and barbecues as well as tennis, basketball and bocce ball courts. "There's a lot to do at the park," said Andrea McCullough, a spokeswoman for the city. "It's a great place to picnic and enjoy with family and friends, catch a summer production at the Moonlight or watch the July Fourth fireworks." OAKCREST PARK 1219 Encinitas Blvd., Encinitas (760) 633-2740 or ci.encinitas.ca.us The park has small and large barbecue grills (bring your own charcoal) and several picnic benches shaded by tall trees. There are plenty of opportunities for recreational activities including horseshoes, bocce ball and basketball courts and a meandering trail that offers sweeping views of the surrounding area. "The park is a hidden jewel, a secret. Most people don't know it's here," said park host Susan Harris. POWERHOUSE PARK 1658 Coast Blvd., Del Mar (858) 755-1524 or www.delmar.ca.us Out-of-town family and friends will be envious when you send them photos of your picnic at this picture-perfect spot overlooking the ocean. Beach access is just a short walk down a dirt path. There are picnic tables, a sloping expanse of grass and a playground. The adjacent Seagrove Park has several groupings of benches that offer fantastic views of the ocean. Picnic areas are nestled under the shade of oak, cottonwood, sycamore and eucalyptus trees. There are trails for hikers, bicyclists and equestrians. A favorite destination of the younger set is Activity Hill with a suspension bridge and climbing equipment.
